The New Veterans Charter Receives Royal Assent

Ottawa – Historic new Legislation addressing the needs of Canadian Forces veterans and their families, the New Veterans Charter, has received Royal Assent.

Today, her Excellency the Governor General of Canada approved the New Veterans Charter that will enable Veterans Affairs Canada (VAC) to modernize services, assistance and compensation to Canadian Forces members, veterans and their families.

"The changes that will result from the New Veterans Charter represent the most comprehensive modernization of programs and services for Canada's veterans since the Second World War and Korean War," said the Honourable Albina Guarnieri, Minister of Veterans Affairs.

Bill C-45, the Canadian Forces Members and Veterans Re-Establishment and Compensation Act, focuses on wellness; promotes independence and dignity; and provides a comprehensive range of modern programs and services that can be accessed by Canadian Forces (CF) members, veterans and their families.

"The Charter is a living document that will keep pace with the needs of veterans. Continuing consultations with stakeholders, in particular the veterans' organizations, is key and the dialogue and support will continue through the regulatory process and into implementation. The New Veterans Charter is a result of the experience, knowledge and expertise of Veterans Affairs Canada, the Department of National Defence, veterans, veterans' organizations, military families and others," added Minister Guarnieri.

Benefits and services currently in place for CF members and veterans will not be altered. Further, traditional war-service veterans will be unaffected by these changes.

"This progressive new social contract between Canadians and veterans is expected to be implemented by VAC in April 2006. It will ensure that CF members and their families have the security of knowing that, as they do their duty for Canada - promoting peace and protecting human rights around the world - they can be confident that Canada is taking care of them and their families. The Government of Canada is working hard to provide for their future - a good job, good health and prosperity," said the Honourable Roméo A. Dallaire, who acted as Sponsor of the Bill in the Senate.
