Minister Duhamel Delivers Funding for Merchant Navy Veterans

Winnipeg – The Honourable Ron J. Duhamel, Minister of Veterans Affairs and Secretary of State (Western Economic Diversification) (Francophonie), today announced additional funds to provide full compensation for qualifed Canadian Merchant Navy veterans and their surviving spouses.

"I am very pleased to announce this funding, which ensures that all successful applicants will receive 100% of their eligible payment. This recognizes the enormous contribution and sacrifice made by the Merchant Navy during Canada's war efforts," Minister Duhamel said. "I sincerely thank all the veterans' organizations for their ongoing cooperation in our work together in meeting the needs of Canadian veterans and their families."

The announcement of an additional $34.5 million brings the total package from Veterans Affairs Canada for Merchant Mariners to $104.5 million. More than 7,000 applicants have qualified for payments, the majority ranging from $5,000 to $20,000 depending on the length of service, under the Merchant Navy Veteran Special Benefit.

To ensure that all eligible veterans and surviving spouses received a fair share of the available funds, payments were split into two disbursements. Given that the number of applicants exceeded estimates, the second payment was contingent upon the commitment of additional funds. These funds have now been obtained. This second payment will follow the first 60% instalment and concludes the ex gratia Merchant Navy Special Benefit. These payments build upon the existing comprehensive system of services and benefits available to all of Canada's veterans.

The Merchant Navy Veteran Special Benefit is intended for qualified Canadian Merchant Mariners who served during the First and Second World Wars and the Korean War, as well as their surviving spouses. The Benefit is in lieu of demobilization benefits provided to armed forces veterans and the lost opportunities which resulted.
