QUALIFICATIONS:
The successful candidate will have a post secondary education related to land use, planning, design and development, with several years of related experience; or an approved equivalent combination of education, training and experience; demonstrated ability in the preparation and management of project plans and budgets; ability to facilitate, negotiate and coordinate diverse work groups to ensure effective completion of projects; ability to interpret legal descriptions, maps, survey plans, legislation and policies; demonstrated verbal and written communication skills with the ability to do presentations, write formal government correspondence, reports, and submissions; strong interpersonal skills including experience developing and maintaining effective working relationships with a diverse work groups and contacts including First Nations and Aboriginal Communities, Government, industry, municipalities, legal council, and the public; experience working both independently and in a team environment under stringent time constraints; proficient computer skills (word, excel) or similar computer programs. Experience or education in subdivision development including municipal development proposals and plans; working knowledge of Crown Land Registry; working experience with tenders , requests for proposals and contract agreements; experience or training in AutoCAD and or GIS are preferred. Conditions of Employment include: Ability to travel throughout the Province with occasional with overnight accommodation; possession and maintenance of a valid Manitoba Drivers License; physically capable of performing field inspections, and Canadian Citizenship or Landed Immigrant status.

DUTIES:
Reporting to the Director, the Land Development Manager is responsible for the planning and implementation of cottage subdivision programs and strategies, and other developments on Crown lands throughout the province; ensuring programs are carried out in accordance with applicable legislation, policies and municipal by-laws; works closely with Regional Operations staff and other branches of Conservation, other departments and federal agencies, provincial and local governments, First Nations and Aboriginal Communities in constructive and respectful working relationships; in conjunction with regional staff, responsible for the management of all aspects of land development programs and projects from initial planning stages to final completion; initiates necessary planning approvals or processes, and prepares and presents applications and other material required for the processes; represents the department at public hearings and at meetings with planning boards, municipalities, stakeholders and various government departments and agencies; responsible for negotiating and developing agreements with First Nations, Communities, Municipalities, and/or private developers; evaluation of alternate cottage subdivision models and development of strategies to address ongoing servicing and administration of subdivisions located outside of municipal jurisdictions; prepares development proposals, project plans, cost analyses, budgets, briefings, Cabinet and Treasury Board submissions, presentations; provides input on policies, procedures and Branch strategies and initiatives; develops and manages budgets.
