About the Manitoba Civil Service Commission
Who we are...
The Civil Service Commission is the independent and impartial body
established by The Civil Service Act to oversee all hiring
in government. We are responsible for leading activities related
to human resource management other than activities related to labour
relations and compensation.
Our vision...
Our vision is to promote a highly effective, professionally competent,
respectful, responsive and relevant civil service that reflects
the diversity of the Province and thereby contributes to the quality
of life in Manitoba.
In pursuit of this ultimate outcome, we fulfill seven roles.
- The effective application of The Civil Service Act
and Regulations, including leadership to the human resource community
who are essential to that effectiveness.
- The fair and equitable redress of matters appealable under the
Act.
- The selection and development of a meritorious, skilled, trained
and representative public service.
- The development of a sustainable workforce where people have
the competence required to advance from the level of initial appointment
through a reasonable career.
- The provision of timely and appropriate advice to the Minister
Responsible for The Civil Service Act, the Clerk of the
Executive Council and others on problems concerning personnel
administration in all its dimensions.
- The counselling and development support required to effect an
able and trained workforce.
- The provision of a corporate information and administration
system required to monitor practice, generate data and support
informed advice as expected of the Civil Service Commission.
We strive to meet all expectations and satisfy our statutory responsibilities.
The Civil Service Act provides the legal framework for
administering human resource matters within the government service.
That administration is achieved through the combination of a Board,
a department reporting through a deputy head to the Minister Responsible
for The Civil Service Act, and any authority that is delegated
from and audited by the Commission.
Our relationship to Departmental Human Resource Sectors...
We delegate staffing authority to government departments. Six Human
Resource groups (HR Sectors) provide staffing and labour relations
services to groups of departments. The sectors are responsible for
ensuring that the hiring of new employees and the relationship of
departments with existing employees are in accordance with relevant
provisions of The Civil Service Act and regulations and
collective agreements.
The HR Sectors are administratively responsible to the departments
they serve and are accountable under The Civil Service Act
to the Civil Service Commission Board. The Commission Board, through
the staff of the Civil Service Commission, audits the activities
of the HR Sectors on a periodic basis to ensure that they are carrying
out their delegated authority in accordance with the Act.

The aim or vision of the Civil Service Commission is clear: to
promote a highly effective, professionally competent, representative,
relevant and sustainable civil service workforce that contributes
to the quality of life in Manitoba.
Goal #1: To improve corporate human resource strategies
and policies that will better meet the needs of central government
Our objectives:
- To ensure central government is well informed of trends and
issues impacting corporate human resource management in government.
- To ensure corporate human resource policy and practices are
clearly documented, communicated and distributed.
- To ensure long term goals, strategies, core activities and expected
outcomes are aligned with government priorities.
Goal #2: Corporate Services that promote more effective
performance management, organizational development and renewal
Our objectives:
- Staffing:
To develop corporate staffing policy frameworks, systems and
strategies that support the principles of merit, fairness and
equity.
- Diversity:
To provide policy direction, guidance, workforce information
and processes in support of the creation of a representative
civil service workforce.
- Employee Assistance:
To improve employee health, well being and performance through
the provision of a comprehensive range of professional counseling
and related services that assist in the resolution of personal
and family issues or workplace problems that affect the employee's
ability to work effectively.
- Workforce Adjustment/Renewal:
To develop corporate strategies and processes, as required,
that support workforce restructuring, adjustment and renewal.
- Organization and Staff Development:
To improve performance management in government through the
provision of training and consulting services that support implementation
of government's corporate human resource policies.
- Human Resource Information Systems:
To ensure the delivery of human resource information systems
that support effective human resource practices and informed
management decision-making.
Goal #3: Productive and healthy working environments that
attract and retain an effective workforce
Our objectives:
- To implement strategies and provide processes that increase
tolerance and emotional well being within work groups.
- To intervene and provide direct assistance where that assistance
will promote healthy relations and mitigate unproductive behaviour.
- To promote actions within departments that make transparent
what is expected of people, how they can be successful and how
advancement occurs.
