Introduction
Lighthouses is a fund designed to help support recreational, educational and pro-social
programs after hours for young Manitobans, launched by Manitoba Justice. An initiative of
Neighbourhoods Alive!,
Lighthouses makes use of schools, recreation centres and other existing community
facilities after hours for sports, arts, music and other activities identified and
organized by local youth and community stakeholders.
It is a community-based crime prevention program designed to develop partnerships among
youth, police, Justice personnel and the community in order to promote opportunities for
youth to get involved in pro-social, recreational, and crime prevention activities.
Programs like Lighthouses can have tremendous benefits for participants. Statistics
Canadas National Longitudinal Survey of Children and Youth Series recently concluded
that children who participate in organized activities outside of school tend to have
higher self-esteem, interact better with friends and perform somewhat better in school.
Lighthouses offer youth positive environments and will operate in many communities
throughout Manitoba. Activities usually take place at least once a week.
Lighthouses is designed to:
- Develop community-based programs that improve youth, police/Justice personnel and
community partnerships, through the development of crime prevention and pro-social
activities.
- Assist communities in working with youth to implement recreational programs that have
been designed by youth for youth.
- Supplement activities with educational opportunities such as conflict resolution, peer
mediation and life skills training.
- Support and encourage further interagency cooperation in the planning, implementation
and delivery of programs.
- Make use of schools, recreation centers and other existing community facilities after
hours to implement activities.
- Assist communities in accessing funding to implement programs.
Locations47 have been approved for funding in the
6th year of the program
(2006-2007).
Funding CriteriaWhile each Lighthouses program has the ability to offer different activities, the
projects must meet specific criteria as well. Preference is given to proposals which show
collaboration between multiple agencies and interest groups.
Financial ContributionsProvincial funding strengthens the ability of communities to create and manage their
own unique Lighthouses programs and is a key part of Manitobas strategy for
safer communities.
The provincial funding contribution, which is up to $1,000 per month, can cover
as much as half of the total cost of running a program. The other portion must come from
alternate sources, which can include services in-kind, from the host location and its
partners.
Project IdeasYouth in the provinces Lighthouses programs help shape what will take place at
each location on any given night. There is no shortage of great ideas, some of which are
listed here.
