Background
Manitoba Transportation's mandate is:
"To establish and manage
provincial highways and northern airports, to regulate and licence
users of the highway system, and to provide provincial input on
national transportation issues".
Manitoba Transportation has developed a strong core of expertise in
transportation planning, design, construction and maintenance. A
decentralized organization aids in the effective delivery of programs
and services across the Province, with more than 2200 employees
working toward filling our mandate.
Manitoba Transportation is currently comprised of 4 divisions -
Administrative Services, Engineering and Operations, Transportation
Regulation, and Transportation Policy.
Reporting to the Deputy Minister, each Division is headed up by an
Assistant Deputy Minister, with the ADM for Transportation Regulation
also heading up the Transportation Policy Division. The Director of
Human Resource Services also reports to the Deputy Minister. These
individuals make up the Executive Management Committee and as such, provide the leadership and set the policy
direction for Manitoba Transportation. They meet on a regular basis, with the
Manager of Human Resource Services also attending the meetings as a
resource.
Within each of the operating Divisions are management teams who
provide input, advice and counsel to the Executive and provide
leadership to staff, implement program delivery and advise on
alternative service delivery, partnerships and innovations.
In addition, executive and senior management provide leadership
through strategic alliances and partnerships with federal,
inter-provincial and industry task and advisory teams to achieve
government goals and Manitoba Transportation's mission.
Manitoba Transportation places a high priority on its human resources as is
evidenced in the departmental goal:
"Maintain a
competent workforce in an environment of technological and demographic
change".
Much time and effort will go into building
competency based human resource systems and programs in order that we
may strategically deal with the many human resource issues facing us
now and in the future.
Divisions
Administrative Services
provides centralized support
services in the areas of budgeting, accounting, personnel
administration, pay and benefits, systems co-ordination and data
processing, occupational safety, health and risk management and claims
investigation.
Engineering and Operations
provides specialized engineering
support for the delivery of the Department's highway construction and
maintenance program and services relating to the delivery of the
Department's transportation responsibilities.
Transportation Regulation
provides uniform inspection of
truck transportation to ensure compliance with relevant Acts and
standards, issues highway overweight and oversize permits, and
participates in the development of safety codes and regulations.
Transportation Policy
provides advice and support to
government in the development of transportation policies, plans,
programs and legislation, and facilitates departmental corporate
planning.
