Telefilm Canada acts on recommendations in the Report of the Auditor General of Canada
Montreal, November 24, 2005 - Telefilm Canada has reviewed the recommendations
of the Auditor General of Canada in its audit, released Tuesday, November 22,
of the federal government's support for the cultural industries. The Report of
the Auditor General presented three main recommendations that concern Telefilm
specifically.
"I am pleased to say that in all cases the Department of Canadian Heritage
and Telefilm have already taken steps to implement the necessary solutions,"
said Wayne Clarkson, Telefilm Canada's Executive Director. "We are committed
to performance measurement, effective management approaches and standardization
of business policies and procedures."
Quality control and risk management
The Report recommends that Telefilm improve its risk management pertaining to
Canadian content requirements, project selection criteria and admissible production
expenses for feature film. The Corporation has already taken action to address
these concerns.
Following its own compliance review in 2005 of a number of applications, as
part of a new larger quality control program, Telefilm has taken the necessary
steps to ensure that controls are rigorously employed, and has implemented an
annual training program for operations analysts in all offices. The goal of
this initiative is to guarantee that controls are strictly applied, to foster
continual improvement in the quality of application file documentation.
New Telefilm-CTF structure
The audit recommends that the Department of Canadian Heritage simplify the management
structure of the Canadian Television Fund.
The Minister of Canadian Heritage announced last June her intention to review
the governance structure for the Canadian Television Fund. Under this streamlined
framework, Telefilm will be responsible for the delivery of the Fund's programs
to the industry. Telefilm will benefit from the Canadian Television Fund's best
practices for management and quality control.
Telefilm is pleased with this approach, which draws on its role as a strong
administrator.
Telefilm's Act
As well, the Report recommends that the Department clarify the role of Telefilm
Canada and provide it with the latitude to fulfill its mandate.
The update to the Telefilm Canada Act, earlier this year, was but the
first step in the government's intentions to modernize the Corporation's mandate.
Telefilm will be working with the Department to ensure that it is provided with
the appropriate latitude and flexibility needed to ensure the continued development
of the audiovisual industry well into the future.
Telefilm agrees with and looks forward to this next phase, in order to allow
it to play a key role in fostering, promoting and investing in the development
of Canada's audiovisual industry.
