Our Central Services
Financial and Administrative Services
The Financial and
Administrative Services Unit is responsible for directing and
administering the financial planning, control, management and
reporting systems in the department and the associated Crown
corporation. The Unit advises on management, administrative and
financial concerns. Continual emphasis is placed on consultation with
directors and managers to ensure budgetary adherence to the varied
central and departmental goals and policies.
The Financial and
Administrative Services Unit assists management in the development of
financial support systems, as well as being responsible for providing
financial services, which includes the processing of central revenue
and expenditures in accordance with legislative, departmental and
Treasury Board requirements. The Unit is responsible for central
processing activities which include parking, procurement card
payments, year-end accrual activities, staff training coordination,
and departmental branch audits activities. Other activities of the
Unit include compiling, analyzing, developing and making
recommendations concerning internal/external reports, capital supply
estimates, and monthly cashflows.
Human Resource Management Services
The Human Resource Management
Services Unit is responsible for the development, implementation, and
administration of the departmental human resource programs. These
programs involve recruitment and selection, wage and salary
administration, staff training and development, performance management
systems, employee relations, personnel records, as well as benefits
and payrolls. In addition, the Human Resources Unit provides planning
and consultation, human resource services and assistance to the
management of the Food Development Center (FDC) and the Manitoba
Agricultural Services Corporation (MASC).
