Policy and Program Manuals

Overview

The policy and program manuals are divided into different categories (for example, the Citizenship Manual [CP]; the Enforcement Manual [ENF]; the Overseas Processing Manual [OP]; etc.). Each manual, in turn, is divided into specific chapters and assigned a chapter number (for example, CP 1: Citizenship Lines of Business; OP 2: Processing Members of the Family Class).

In exceptional circumstances, operational bulletins may also be issued for one-time-only instructions or to provide urgent instructions to staff for a brief period while the program and policy manuals are being updated.

CIC and CBSA employees consult policy and program chapters and operational bulletins for guidance in the exercise of their functions and in applying the Immigration and Refugee Protection Act and its regulations.

Whenever a chapter is modified or an operational bulletin is issued, a notice appears under the “Updates” section of this site.
