Competition Tribunal E-Filing

The Registry has increased its security with ePass Canada authentication, encryption and signing. You can now securely submit your confidential and public documents using the Competition Tribunal E-Filing website. You will need to enter your password each time you file a document electronically to provide a digital signature

Important notices

In order to use our E-Filing application, you must have version 1.4.2_03 or later of Java installed on your computer. Click here for more details.

      

Step 1

To start using the Competition Tribunal E-Filing application, make sure you meet all system requirements, specially for Java Virtual Machine. You must register with EPass Canada to obtain a user name and password. This is done by clicking on the Register with ePass button above and entering the required information.

Step 2

Once this has been done you will be automatically returned to the Competition Tribunal E-Filing website where you will complete a detailed user profile. Upon successfully submitting the profile information, the Registry will review the information provided and confirm access to the service by e-mail or telephone.

Step 3

You may then file documents electronically. Before doing so you may want to review the checklist provided within the E-Filing system which sets out the information you will be required to provide to complete the filing.

Java Virtual Machine

To verify if you have Java Virtual Machine installed on your computer, click on Start - Control Panel - Add/Remove Programs. A list of all programs installed on your PC will be populated. Scroll down and look for Java 2 Runtime Environment,SE "version number". This version must be 1.4.2_03 or later. If you need a newer or complete version, you can download it by clicking on the following link.www.java.com

Electronic Hearings

For litigants who opt for electronic hearings, they are only required to submit documents electronically. It should be noted that the electronic document filed will constitute the original for both electronic and paper hearings.

Paper Hearings

For litigants who opt for paper hearings, they may submit documents via the E-filing application, for the sake of convenience, however 5 paper copies must follow within 24 hours, pursuant to rule 57 of the Competition Tribunal Rules, SOR/94-290. It should be noted that the electronic document filed will constitute the original for both electronic and paper hearings.

The Registry of the Competition Tribunal would like to encourage litigants to use Efiling for proceedings currently before the Tribunal and future proceedings. Your feedback and comments regarding this new service would be greatly appreciated. Registry staff would be pleased to answer
any questions or concerns you may have.

System Requirements

In order to log on to our E-Filing application, you must have Java Virtual Machine installed on your PC. (Version 1.4.2 or later)

It is important to review the complete system requirements.

Test Case

We have set-up a test case (Test1 vs Test2). If you want to register and submit a test document.

Filing Hours

All new user registrations and processing of electronic filings will be reviewed and completed during Tribunal regular business hours, Monday to Friday from 8 a.m. to 5 p.m. (Eastern Time).

File size Limitation

For your information, the E-Filing system uploads at approximately 5 megabytes per minute using a high speed internet connection. Considering the above a 15 megabytes document (i.e. approximately 400 pages) may take at least 3 minutes depending upon your internet connection. See attached table for filing times per approximate number of pages.

Please note that upload times and number of pages shown in the table are approximate. Many factors may have an influence on upload times such as the resolution of the scanned document or if it has been scanned in color or in black and white.
