In 2001, Measurement Canada initiated a trade sector review of the Natural Gas Sector in Canada. The Natural Gas Trade Sector Review Team was created to establish, in consultation with affected stakeholders (both industry and consumers) the appropriate level of regulatory intervention for this specific sector and to explore possible alternate service delivery mechanisms.

A series of public consultation meetings were held across the country to allow input from interested parties. Submissions from various groups, including the Canadian Gas Association and the Canadian Energy Pipeline Association, were provided to Measurement Canada for consideration. Measurement Canada's Senior Management Committee accepted 9 of the 10 recommendations brought forward from the consultation phase of this review process.

This communiqué is intended to advise natural gas sector stakeholders of Measurement Canada’s adoption and implementation of the necessary program amendments required to support the introduction of the accepted recommendations within Agency policy and procedures. Specifically, Measurement Canada in cooperation with representatives from the natural gas industry, has developed an intervention implementation program which will address the processes to be followed when changes to regulatory requirements are contemplated and where applicable, the manner in which the requirements shall be developed. Additionally, in support of the establishment of marketplace performance indicators relative to the natural gas measurement sector, distribution utilities and meter owners will now participate in a marketplace data collection initiative which will be directed and administered by the Agency.
