Draft Bulletin - Properly Suited Meters

Consultation period starts on: February 27, 2006 and end on April 13, 2006.

Measurement Canada plans to publish a Bulletin which defines "properly suited" with respect to rate of flow rate for the purpose of section 271 of the Weights and Measures Regulations. While it is clearly the intent of this section (below) to ensure meters are correctly sized for their application, no further detail is given with respect to what is meant by the term.

    271. A Meter shall be "properly suited" to the particular installation in which it is to be used, with respect to pressure, rate of flow, temperature, compatibility with the characteristics of the liquid to be measured and method of use so that, for all normally occuring variations in operating conditions, measurement by the meter remains the applicable limits of error.

Measurement Canada's desire to define this term is rooted in the fact that at least two of the performance tests normally conducted at the time of initial inspection are directly influenced by the rate of flow of the system. Specifically, the product depletion test and the multipoint calibration test are much easier to pass when the rate of flow of the system is set artificially low. It is the intent of this draft bulletin to require vehicle mounted metering systems to be presented for inspection as they will be used.
