Agreement-in-Principle to Highlight Chinese Canadians' Contribution to Building Canada

OTTAWA, November 24, 2005 -- The Honourable Raymond Chan, Minister of State (Multiculturalism), today announced a historic agreement-in-principle with the Chinese-Canadian community, as represented by the National Congress of Chinese Canadians, the Chinese Cultural Centre of Greater Toronto, the Montréal Chinese Cultural Centre, and the Chinese-Canadian Military Museum Society. It was supported by S.U.C.C.E.S.S., the Chinese Cultural Centre of Greater Vancouver, the Alberta Cultural Community Committee, the Winnipeg Chinese Cultural Centre, the Chinese Benevolent Association of Canada, the Chinese Freemasons of Canada, and the Chinese Benevolent Association of Vancouver.

The agreement-in-principle represents a first step in articulating a shared vision for the acknowledgement, commemoration, and education of Canadians about the experiences of Chinese Canadians impacted by immigration restrictions in Canada and in highlighting the contributions that the Chinese-Canadian community has made to the building of Canada.

"Canada is a cohesive country that recognizes its cultural and ethnic diversity as a source of strength and innovation," said Minister of State Chan. "However, we understand that certain historical actions are not in keeping with present-day Canadian values. Today's agreement-in-principle between the Government of Canada and representatives of the Chinese-Canadian community demonstrates our shared commitment to prevent such incidents from ever happening again and to build a better and more open society."

The agreement-in-principle is part of the Government of Canada's Acknowledgement, Commemoration, and Education (ACE) Program: a three-year, $25-million initiative first announced in the February 2005 budget. Today's agreement-in-principle provides an initial amount of $2.5 million for the Chinese-Canadian community, subject to the finalization of Program details.

The ACE Program will consider and fund eligible proposals that acknowledge the historical experiences of ethnocultural communities impacted by wartime measures and immigration restrictions, such as the head tax imposed on immigrants of Chinese origin from 1885 to 1923 under the Chinese Immigration Act and the imposition of other exclusionary immigration measures, pursuant to the Chinese Immigration Act, 1923, which lasted until 1947. Initiatives funded through the Program will seek to highlight the contributions made by impacted communities to the shaping of Canada's history.

"The signing of this agreement-in-principle is one of the most significant milestones in the history of the Chinese community in Canada. We are pleased that the personal suffering and untold hardships endured by the thousands of Head Tax Payers of head tax and their families resulting from the Government of Canada's discriminatory immigration policies implemented against the Chinese are now officially acknowledged and that the community can begin to properly commemorate the contribution of the Head Tax Payers to the building and development of Canada. The Chinese community stands united in the cause of educating all Canadians about this tragic period in our history and is dedicated to ensuring that these types of actions will never be repeated against any other group in our society," said Ping T. Tan, Executive Co-Chair of the National Congress of Chinese Canadians. "We would like to commend everyone associated with the successful completion of this agreement-in-principle, especially Prime Minister Martin, Minister of State Raymond Chan, and Member of Parliament Inky Mark, for their leadership, courage, and hard work on this issue."

The Government of Canada and the Chinese-Canadian community agree to continue to work together towards a formal agreement to help build better understanding among all Canadians of the strength of our diversity.

Funding for this initiative was provided for in the February 2005 federal budget and is therefore built into the existing fiscal framework.

Government of Canada's
Acknowledgement, Commemoration and Education (ACE) Program

In its February 2005 Budget, the Government of Canada committed $25 million over three years for acknowledgement, commemorative, and educational initiatives to highlight the contributions that ethnocultural groups historically impacted by wartime measures and/or immigration restrictions have made to Canadian society and to help Canadians build a better understanding of these experiences and contributions.

These funds will flow through the Acknowledgement, Commemoration, and Education (ACE) Program, which will be administered by the Multiculturalism Program of the Department of Canadian Heritage.

The ACE Program approach acknowledges that wartime measures and immigration restrictions affected many ethnocultural groups. While the Government of Canada cannot rewrite history, it can work to build a cohesive and inclusive society for all Canadians. The Government of Canada is committed to working with all communities to strengthen cohesion and Canadian identity. By encouraging Canadians to learn about our past, we can build a better foundation for our future.

The ACE Program will be open to all impacted communities and will fund proposals that:

1. Help commemorate the historical experience of communities impacted by wartime measures and immigration restrictions and educate Canadians about these experiences

2. Highlight and commemorate the contributions that impacted communities have made to Canada

3. Promote cross-cultural understanding and a shared sense of Canadian identity
