Joint Review Panel for the Kemess North Copper-Gold Mine Project:
Availability of $200,000 in Participant Funding for Phase II

OTTAWA, August 31, 2005 – The Canadian Environmental Assessment Agency announced today the availability of Phase II of the Participant Funding Program to assist the public in taking part in the joint review panel process of the Kemess North Copper-Gold Mine project in British Columbia.

Phase II participant funding of up to $200,000 is now available to help the public prepare for and participate in the review of the Environmental Impact Assessment (EIA) and the panel hearings to follow. This amount combines the previously allotted $150,000 for Phase II with the $50,000 that was made available but not requested by any applicants during Phase I.

Funding applications received at the Agency by September 30, 2005 will be considered. Successful applicants will be required to sign a contribution agreement with the Agency.

A funding review committee, independent of the joint review panel, will consider all applications and recommend to the President of the Agency the distribution of available funds to successful applicants according to the eligibility criteria set out in the Participant Funding Program Guide.

Northgate Minerals Corporation proposes to develop the Kemess North copper and gold deposit, 250 kilometres northeast of Smithers, B.C. The project is located 6 kilometres north of its existing Kemess mine. The project includes development of a new open pit, modification of the existing mill and related infrastructure. The project would result in the milling capacity at the existing Kemess mine being increased from the current 55,000 tonnes per day to up to 120,000 tonnes per day.
