GEOFF REGAN ANNOUNCES FEDERAL FUNDING OF CLOSE TO $6 MILLION FOR MAJOR UPGRADING OF THE HAVRE-AUBERT HARBOUR IN THE MAGDALEN ISLANDS

July 29, 2005

HAVRE-AUBERT — Geoff Regan, Minister of Fisheries and Oceans, announced today federal funding of close to six million dollars for major improvements at the Havre-Aubert harbour in the Magdalen Islands.

"The Havre-Aubert harbour is an active fishing port that plays a key role in the local economy of the Magdalen Islands," said Minister Regan. "Through this investment, fishers will have access to safe and functional facilities that meet the needs of the local fishing industry."

The project will consist of demolishing the main wharf and replacing it along nearly its entire length with a new structure constructed partly on piles and partly on steel sheet piling. A fendering system, cleats, mooring bollards, ladders, and on-wharf services (electricity and fresh water) will be put in place along all the berthing faces of this wharf.

The following work will also be done:

  • A stone protective structure, twenty-five metres long, will be built to protect the part of the wharf that will not be rebuilt.
  • The fishers’ small wharf will be extended for use during the demolition and reconstruction of the main wharf. The extension will also help reduce the current harbour congestion.
  • The existing riprap on the northwest side and the existing breakwater will be modified to properly protect the new structure from wave overtoppings.
  • Dredging in the northeast part of the harbour will allow for a dedicated area to unload catches.
  • The existing shed will be taken down and rebuilt in the winter boat storage area. This part of the project will be carried out under the supervision of the Administration portuaire de l’île du Havre-Aubert.

The tendering process will begin soon, in anticipation of the awarding of the contract by the end of September. Construction will begin during the fall and continue until November 2006. Every precaution will be taken to ensure that the work does not interfere with harbour operations.

The Havre-Aubert project will be carried out by Fisheries and Oceans Canada under its Small Craft Harbours Program, in collaboration with the Administration portuaire de l’île du Havre-Aubert, which manages and operates these facilities for the benefit of local users. It is this close collaboration with clients that enables the federal government to continue to provide an operable system of harbours and facilities throughout Canada in support of commercial fisheries.
