Summary of Changes – 2006 Program Guide for Professors

NSERC has revised its 2006 edition of the Program Guide for Professors. A summary of the most significant changes appears below.

The summary of changes to the Tri-Agency Financial Administration Guide appears below.

 Programs
CHRP – Collaborative Health Research Project Grants Eligibility for co-applicants explicitly defined in program description.
IPM – Intellectual Property Mobilization Program NSERC, the Canadian Institutes of Health Research (CIHR), and the Social Sciences and Humanities Research Council (SSHRC) are pleased to announce the next competition in the Intellectual Property Mobilization Program. The competition deadline is August 23, 2006.
MRS – Major Resources Support Program New program replacing Major Facilities Access (MFA). There are significant changes to the description of the program as a result.
Northern Research Supplements Minor clarifications.
Location of permafrost limit redefined.
SRO – Special Research Opportunity Program Program description has been rewritten to consolidate and clarify the wording; however, no substantive changes have been made to the application requirements.
Forms for professors
Common changes to all forms General Presentation Standards:
The accepted font is Times New Roman, regular 12 pts, or any comparable font – nothing smaller.
Enter name and Personal Identification Number (PIN) “outside” set margins.
Colour images submitted in the application will not be duplicated in colour for the peer reviewers.

What signatures mean:
Additional bullet reads “recognize and accept that NSERC may defer instalment if need for funds is not demonstrated.”

Personal Data Form
PDF version: Revised page 1 and App. B, B-1 and C to clarify eligibility. For example, the "Appointment at a Postsecondary Institution" section has been modified to obtain more information on the academic appointment.
Form 101 –
Application for a Grant

Form adjusted to reflect program name change and new program:

Strategic Network Grants (SNG) instead of Research Network Grants (RNG);
Major Resources Support (MRS) program instead of Major Facilities Access (MFA) grants.

Revised page 5 of the PDF version for MRS to accommodate the five-year budget request (adding two extra columns for years 4 and 5) and different types of expenses.
Deleted page 6 of the PDF version (Contributions from Supporting Organizations) for Ship Time.
Page 7 of the PDF version “Expected Revenues from the Use of Equipment or Resource” adjusted to accommodate the needs of MRS.

Discovery Grants (DG)
UFA nomination: As of the nomination deadline date, applicants must have held for less than one year, or have been offered, a tenured or tenure-track appointment in the nominating Canadian university. An offered appointment may be conditional upon receipt of the UFA award.

The form has not changed; therefore, the 2004 version of Form 183A is still valid. The order of the modules has changed. The instructions have changed as follows:

It is no longer necessary to send the company’s most recent annual report with the application. NSERC will request it if it is deemed necessary.
The letter of support from the participating organization must include, if applicable, a description of the R&D programs with details of any public funding received that is directly related to the application.
The section on “General Presentation Standards” was dropped because organizations usually send their letter of support on letterhead.

Access & Link Manager: Modifications to the existing interface as well as the addition of pop-up messages and automated e-mail notifications between applicants and co-applicants.
Form 184 – Letter of Intent to Apply for a Special Research Opportunity Grant Page 1 of the PDF version: The space provided to list co-applicants now also asks for the collaborators' name and organization.
Page 3 of the PDF version: There are now five bullets to describe the research proposal.
Form 185 – Information Required from Organizations Participating in the SRO Program Deleted. This form is no longer used. Instead, organizations are to provide a letter of support and, if applicable, financial information within the budget pages of Form 101.
Policies and Guidelines
Eligibility Criteria (person): Idea to Innovation (I2I) Program – College faculty may now apply as “applicant” (not just as co-applicant) for the Idea to Innovation program.
Adjunct professors: Clarification that non-academic adjuncts can apply for Discovery Grants as principal applicants and for all other NSERC grants as co-applicants.
Guidelines for Organizations Participating in Research Partnerships Programs Clarified eligibility criteria for industry partners.
Clarified eligibility for partners participating in both Strategic Project and Strategic Network grants.
Clarified Eligibility and Value of In-Kind Contributions guidelines.
Revised Eligibility and Value of In-Kind Contributions table to include colleges.
Added upper limits for leveraging of in-kind for company personnel salaries and software licences.
