The MRRS
Policy sets out a 'high level' framework of basic principles and requirements within which
each department is to develop its MRRS. An objective of the Policy is to provide a simple, enduring
and thus stable basis for ongoing engagement between departments[1]
and TBS in the development and maturation of their MRRS. The Policy is neither intended to prescribe
the detailed structure and content of departments' MRRS nor the manner in which TBS will make the
Policy operational.
TBS is committed to consulting departments on both its initial strategy to implement the Policy
as well as any significant changes. This strategy will be posted and maintained current on TBS's web site.
Current Implementation Strategy
TBS's initial strategy to make this Policy operational is based on the following principal
elements:
1. Initial Submissions to the Treasury Board (December 2004)
- As an initial transitional measure, TBS will submit each department's MRRS to the Treasury
Board, in the form as currently agreed to, under cover of its 'omnibus' ARLU aide memoire.
- The need for subsequent, individual submissions will only result from discussions between TBS
and the individual departments concerned.
2. Control and Allocation
- The current level of TB control and allocation is at the departmental level.
- TBS has no current plans to seek changes to this level and the focus of its ongoing
implementation strategy will be on results and accountability.
- In the event that a change to the current TB allocation and control level was considered, this
would only be done after full consultations between the Secretariat and concerned departments
have taken place.
3. Accountability
- TBS will not seek any approvals with respect to establishing accountability levels as part of
its initial submission to the Treasury Board.
- The focus of TBS's engagement with departments on maturing their MRRS will be on the
development of appropriate results in targeted areas of the PAA.
- Any proposals to trigger the provision in the MRRS Policy for TB to approve an accountability
level within the PAA would be developed either in broad consultations with departments (or with
the specific departments concerned if to be implemented on a pilot basis).
4. Information
- TBS will continue to engage with departments on the need to improve and modify their PAA as
well as on means to populate the PAA with information and maintain it.
- The focus will be both on departmental PAAs, as well as on selective and targeted horizontal
areas, recognizing capacity limits within both TBS as well as in departments.
Work Plan
A detailed work plan to make this strategy operational will be posted on the web site and updated
regularly as it changes as a result of consultations and other changes in circumstances.
