Nominations for the Minister of Justice National Youth Justice Policing Award 2006 are now closed. The award will be presented at this year's Canadian Association of Chiefs of Police (CACP) Conference in St. John's Newfoundland.

The Minister of Justice National Youth Justice Policing Award was established in 2000 by the Department of Justice in collaboration with the Canadian Association of Chiefs of Police (CACP). The award recognizes the efforts of police officers, who singly or as a team, in an innovative and creative manner, look beyond the formal court system in dealing with young persons who come into conflict with the law. The award celebrates innovative policing and serves to inform the police and wider community about creative responses to youth crime. The Award is presented each year at the CACP Annual Conference. This year's conference will be held August 20-23, 2006 in St. John's Newfoundland.

The deadline for nominations is Wednesday, May 31, 2006.

Criteria for Award

The following factors will be taken into account in determining award eligibility:

Innovation and creativity in dealing with youth who have come in conflict with the law.

The development and/or effective use of one or more of the following:

  • police discretion at the front end of the youth justice process (no further action, warnings, cautions, referrals to community agencies as alternatives to the formal court system);
  • conferencing as a means of assisting in decision-making throughout one or more parts of the youth justice process;
  • community-based alternatives to formal court process or custody; and
  • rehabilitation and reintegration of youth through positive police/youth activities.

The accomplishment of one or more of the following goals:

- fostering respect for societal values;
- emphasizing responsibility to the victim and the community;
- helping young people understand the impact of their actions;
- allowing young persons to make the connection between the offence and its consequences;
- encouraging the involvement of parents, families and the community in the rehabilitation and reintegration of youth;
- assisting particularly disadvantaged groups or communities; and
- increasing community involvement in the youth justice system.

Who is eligible for this award?

Police officers, individually or as a team, who exemplify, by their approach to policing youth, the goals and objectives of the Government's initiative to renew youth justice in Canada. Nominations will be accepted for activities initiated during 2004-2005.

What are the objectives of the Government's initiative to renew youth justice in Canada?

The goals and objectives of the Youth Justice Renewal Initiative most applicable to the police award are: to make more use of measures outside the formal court process; to reduce Canada's over-reliance on custody; to place more emphasis on rehabilitation and reintegration of young people who have come into conflict with the law; and to enable greater citizen and community participation in the youth justice system.

Who can nominate candidates for the award?

Police Services, community groups, and citizens are eligible to nominate police officers for this award. Individual police officers may also nominate their colleagues.

Nominations may also be submitted by fax at (613) 954-3294 or by email at prix.police.award@justice.gc.ca . Include supporting press clippings, citations, letters of appreciation, photographs, etc.

Nominations from a member of a police service must be reviewed and signed by the Chief of Police, Director or Commanding Officer of the police service or agency concerned.

Nominations from a community group or an individual must be copied to the Chief of Police, Director or Commanding Officer of the police service or agency concerned.

Who selects the winner?

The winner is selected by a committee comprised of representatives from: the Canadian Association of Chiefs of Police, the Canadian Police Association, the First Nations Chiefs of Police Association, the RCMP, National Associations Active in Criminal Justice, a youth organization, and the Department of Justice.

When will this year's award be presented?

This year's award will be presented at the Canadian Association of Chiefs of Police Annual Conference to be held August 20-23, 2006 in St. John's Newfoundland.

What does the winner receive?

The winner's name is inscribed on a trophy (which remains with the winning police service for a year); he/she receives a smaller version of the trophy which he/she retains; and a grant of $5,000.00 is presented to the police service in the name of the winner. The winner's travel & accomodation expenses are covered for the four-day stay at the Canadian Association of Chiefs of Police (CACP) Annual Conference, as well as those of the winner's spouse/companion.
