SUBJECT: Role of the Information, Privacy and Security Policy Division and List of Contact Persons 

This note is to provide an overview of the role and organization of the Information, Privacy and Security Policy Division (IPSPD), and to provide you with an updated list of contact persons. 

The IPSPD is responsible for the provision of strategic policy advice and assistance to government institutions and TBS policy centres on policies, guidelines and standards concerning access to information, privacy, common look and feel, proactive disclosure, management of government information and security.

The Division also participates in various interdepartmental committees and assists other governments in the process of adopting ATIP legislation. 

The Division is composed of three units:

The Information Unit administers the Access to Information Policy, develops and coordinates revisions to the policy and guidelines, and provides strategic advice and direction to institutions, ensuring consistent application of the Act and related regulations and policy.

The Information Group is also responsible for:

  • the annual production and dissemination of four Info Source publications;

  • the implementation of the proactive disclosure of government information via institutions’ websites;

  • the interpretation of the Management of Government Information (MGI) Policy; and

  • the development of the Common Look and Feel (CLF) Standards and the associated provision of advice and support to institutions.  

The Privacy Unit administers the Policy on Privacy and Data Protection and the Privacy Impact Assessment Policy. It develops and coordinates revisions to the policies and guidelines, and provides ongoing advice to institutions regarding the interpretation and application of the Privacy Act, regulations, policies and guidelines. 

The Security Policy Unit is responsible for the Government Security Policy (GSP) and the Policy for Public Key Infrastructure Management in the Government of Canada

The aim of the GSP is to safeguard the assets of the Government of Canada, including information, protect its employees and ensure the delivery of services for the security and economic well being of Canadians. The GSP applies to 97 government institutions and is implemented by Departmental Security Officers (DSO), supported by 4,500 security practitioners. 

As advised in Information Notices 2003-04 and 2004-02, portfolios are no longer assigned to Policy Advisors based on institutions. Instead, all institutions should contact advisors based on the subject of their queries. Please note that questions concerning information management, common look and feel, and security issues should be addressed to your own specialists who will contact the IPSPD as needed.
