Minister Frulla Announces Appointments to the Public Service Labour Relations Board

OTTAWA, October 3, 2005 -- Minister of Canadian Heritage and Minister responsible for Status of Women Liza Frulla today announced the appointment of Dan Butler, of Ottawa, Ontario and Barry D. Done, of London, Ontario as full-time members of the Public Service Labour Relations Board.

"The combined experience of these two individuals is certain to benefit the Public Service Labour Relations Board as it considers matters brought to its attention," said Minister Frulla.

Dan Butler has more than 25 years' experience in labour relations and, particularly, collective bargaining and dispute resolution in the context of the Public Service Staff Relations Act. He has been General Secretary of the National Joint Council of the Public Service of Canada since 2001. From 1999 to 2001, he served as Head of Negotiations and National Employment Relations with the Professional Institute of the Public Service of Canada. He was Senior Advisor and Project Leader of the Research Directorate of the Public Service Commission from 1997 to 1999. Mr. Butler has also served as Negotiator (1986 to 1997) and as Chief Research Officer (1981 to 1986) at the Professional Institute of the Public Service of Canada. He has lectured at the University of Ottawa, Carleton University, and York University.

Barry D. Done has been Grievance and Adjudication Officer with the Public Service Alliance of Canada (PSAC) Collective Bargaining Branch since 1989. In 1984, he was an education officer for PSAC, where he co-wrote and taught the first Appeals Representative training course to PSAC members. In the same year, he wrote and narrated a televised seminar on pre-retirement for the Kingston District Labour Council. From 1977 to 1981, he was Services Officer with the National Component of PSAC.

The Public Service Labour Relations Board is an independent, quasi-judicial statutory tribunal, responsible for administering the collective bargaining and grievance adjudication systems in the federal Public and Parliamentary Service. The Board also provides mediation and conflict resolution services to help parties resolve differences without resorting to a formal hearing, as well as compensation analysis and research services in accordance with the Act.
