Rationale for the Survey
- The Survey is primarily a business tool by which departments can :
- identify HR and workforce trends and issues that need to be addressed;
- incorporate HR trends and issues in HR planning ; and
- gauge the elements of the PCMAF* (42 Questions of the Survey identified
as indicators for the PCMAF)
- measure change in the opinion of employees related to HRM since the
first (1999) and second (2002) Surveys;
- provide a baseline of information for measuring progress in the
implementation of the PSMA.
- identify current and future HRM needs
- establish departmental and government-wide priorities; and
- guide decisions on staffing within departments and the Public Service.

Survey Features and Confidentiality
- Statistics Canada to collect data as in the past and tabulate results.
- Questions are the same as in the 2002 Survey.
- All information provided to Statistics Canada through this survey is
protected by law under the Statistics Canada Act.
Strategic Elements
- Survey tool integrated with PCMAF
- 42 questions of the Survey identified as indicators for PCMAF.
- PCMAF Indicators approved by HRMAC.
- PSHRMAC is looking for ways to match Survey cycles with that of MAF and
PCMAF
Project Status
- Project managed in two phases:
- Survey delivery and data collection phase (till December 2005):
- Departments informed and active through Survey Champions and
Coordinators.
- Bargaining Agents informed (NJC).
- Q&As and other information tools from PSHRMAC continuously
distributed to Departments.
- Results and analysis phase (from August 2005 to June 2006):
- Call for Membership for Advisory Committee to help in the development
of Survey Research and Analysis Framework.
- Communication strategy for the results to be finalised.
Key Messages
- Validity of results proportional to the response rate.
The Survey demonstrates the will of the employer to:
- Foster openness and good relationship between management and employees;
- Adapt policies and practices to the workplace reality;
- Identify and correct large scale HR issues.
The Survey will:
- Ensures that managers have up-to-date information on the views and
demographics of their employees about the workplace; and
- Supports HR planning.
Support from PSHRMAC
- Information Sessions, Kits, Communication Plan, Implementation Plan,
Media lines, Q&As, Decks, Camera Ready Article, Posters, 1-800 line
with TTY capability, a dedicated Web-Site, etc.
- On-going support and coordination with Statistics Canada, Survey
Champions and Survey Coordinators.
- Tools, information sessions for the analysis and launch of the results.
