A legacy for future generations, The Long Term Vision and Plan

A Legacy for Future Generations: The Long-Term Vision and Plan for the Parliamentary Precinct is a detailed blueprint for renovations and new construction over the next 25 years that will meet accommodation requirements identified by the Senate, House of Commons, and Library of Parliament.

In 2001, the Minister of Public Works and Government Services approved recommendations from the Honourable John A. Fraser, Chair of the Parliamentary Buildings Advisory Council (PBAC) regarding a long-term plan for the preservation, renovation and modernization of the Parliamentary Buildings. The delivery of these recommendations brought to conclusion PBAC's role of carrying out an independent review of the long-term vision developed by Public Works and Government Services Canada.

The Minister of Public Works and Government Services then established the Parliamentary Precinct Oversight Advisory Committee to advise on various matters relating to the implementation of the Long-Term Plan.

In 2002 the Long-Term Vision and Plan was updated resulting in some changes to the sequence of projects in Phase 1.

The plan now needs to be reviewed because of:

  • The advancement of the West Block renovations.
  • Emerging security requirements since 9/11, such as security of perimeters, pedestrian and vehicle screening, building specific requirements, circulation of traffic/delivery and parking.
  • Increased costs due to greater deterioration of the heritage buildings.
  • Significant increase in building commodities (steel) and labour costs (highly specialized and skilled trades)
  • Increased allowances for risks based on experience with other heritage rehabilitation projects such as the Library of Parliament.

Specifically, the review will allow us to:

  • Re-confirm accommodation program requirements
  • Re-evaluate the implementation strategy for new space accommodation;
  • Review the scheduling and sequencing of activities;
  • Include site issues such as security, parking, circulation, archaeology and soil contamination.

The LTVP review will be done in consultation with parliamentary partners and key stakeholders over the next 12 months.
