MANITOBA JUDICIAL APPOINTMENTS ANNOUNCED

Ottawa, November 23, 2006 – The Honourable Vic Toews Q.C., Minister of Justice and Attorney General of Canada, today announced the following appointments:

The Honourable Richard J. Chartier, a judge of the Provincial Court of Manitoba, is appointed a judge of Appeal of the Court of Appeal for Manitoba. He replaces Mr. Justice A.K. Twaddle ( Winnipeg) who elected to become a supernumerary judge.

Mr. Justice Richard J. Chartier received a Bachelor of Laws in 1982 from the Université de Moncton and Bachelor of Arts in 1979 from Collège Universitaire de Saint-Boniface and was admitted to the Bar of Manitoba in 1983. Before being appointed to the Provincial Court in 1993, he practised with the firm Aikins MacAulay Thorvaldson in Winnipeg (1986-1993). As a lawyer, he developed an expertise in corporate and commercial law, banking law, real estate law, municipal law and tax law. His criminal law and family law expertise has developed in the 13 years while on the Provincial Court. Since becoming a judge, Mr. Justice Chartier has been a member of the Provincial Court Management Committee, Chair of the Rules Committee of the Provincial Court and Chair of the Youth Front-End Administrative Model Subcommittee.

The Honourable A. Catherine Everett, a judge of the Provincial Court of Manitoba, is appointed a judge of Her Majesty's Court of Queen's Bench for Manitoba, Family Division. She replaces Madam Justice S.J. Guertin Riley (Winnipeg) who elected to become a supernumerary judge.

Madam Justice A. Catherine Everett received a Master of Laws in 1993 from Duke University and a Bachelor of Laws in 1980 and a Bachelor of Arts in 1977 from the University of Manitoba and was admitted to the Bar of Manitoba in 1981. Before being appointed to the Provincial Court in 1998, she practised with the Family Law Branch of the Manitoba Department of Justice (1981-1989), and then with the Manitoba Crown Prosecutor's Office (1990-1998). As a lawyer, Madam Justice Everett's expertise was in the areas of family law and criminal law. Madam Justice Everett, a founder of the Prairie Fire Rowing Club, remains active in the sporting and cultural life of Winnipeg.

These appointments are effective immediately.
