"Dialogue - The Future Public Service"

Date: February 1 - 2, 2006

A Western Regional PSMA Conference offered by the Canada School of Public Service in collaboration with the Alberta Federal Council and the Alberta Managers Network.


This conference will enable the Western Region community / network leaders to:

  • deepen their understanding and appreciation of the “big picture:” How the public service environment, the delivery of public service work, and the federal public service is changing; plus some key government initiatives that reflect these changes: PSMA; Service Canada; and Shared Services;

  • explore the role of Communities of Practice and Functional Communities in implementing change and shaping the future;

  • promote inter-departmental and regional dialogue and collaboration around public service change initiatives.

Who Should Attend?

  • Federal Council members and members of the various Federal Council Communities.

  • Members and leaders of critical functional communities, such as executives, middle managers, HR professionals, IT-IM specialists, finance and administration, communication, in-person and on-line services delivery, regulatory and law enforcement and corporate planners;

  • Members and leaders of special interest communities, such as young public servants, bargaining agents representatives, process improvement practitioners, change management/leadership, pride and recognition, and others.

“From G
overnment to governance: Implications for the delivery of public service work and the Federal Public Service”

Using the changing role of the Clerk of Privy Council to anchor his presentation, Mr. Paquet will outline how the shift to small ”g” governance is changing how public service work is delivered and the nature of the Federal Public Service.

Oryssia Lennie
Deputy Minister, Western Economic Diversification

“Change Agenda, Regional Challenges”

Mrs. Lennie will draw upon her experience as DM of a regionally based department to outline (i) WED’s overall change agenda (the key components and how they fit together), (ii) the challenges this agenda presents for regions, and (iii) how regions are responding and could respond - including approaches / practices to change management such as networks, partnerships, and the active involvement of various communities.

“Implementing Cultural Change”

Mr. Barclay will draw upon his own experience and CRA’s Five Year Report to relate CRA’s experience with the development of a new HR regime and how the lessons learned (including the role of networks and communities) apply to the management challenges of implementing PSMA, and other government initiatives that involve complex cultural change.

The objective of the Service Canada workshop is to ensure an understanding of the key features of Service Canada and to provide a forum where participants can discuss both the implications for western regional citizens and how interdepartmental networks can help realize the potential of Service Canada in these provinces.

The facilitator will provide the highlights and key changes of the new Public Service Employment Act (PSEA), which came into effect in December 2005. The participants will discuss the ensuing opportunities and challenges of the new Act, as well as competencies and strategies to facilitate its implementation.
