Appointment Framework

The new Appointment Framework was approved by the PSC on March 11, 2005.

This final, approved framework replaces all previous versions and should be used by departments/agencies as a basis for their appointment policies.

This framework will take effect on December 31, 2005, when the new PSEA comes into force.

Under the new PSEA, the PSC will continue to have the authority to make appointments to and within the Public Service. While the PSC already delegates many of its appointment authorities, the Act provides that these be delegated to deputy heads, and through them, to the lowest level possible within the Public Service.

The PSC has developed an appointment framework with three components:

This framework will guide deputy heads in building their own staffing systems adapted to their needs and in ensuring that they respect legislative requirements and core values.
