PUBLICATION OF CONTRACTING ACTIVITY

On March 23, 2004, the Government of Canada announced a new policy on the mandatory publication of all federal contracting activity valued above $10,000 as part of its commitment to greater openness and accountability in reporting the use of tax dollars to Canadians.

This website provides information related to procurement contracts, standing offer call-ups and supply arrangement contracts for goods and services awarded by Indian and Northern Affairs Canada (INAC) or on the department’s behalf by Public Works and Government Services Canada (PWGSC). The site will be updated on a quarterly basis to maintain an up-to-date listing of new contract activities.

INAC engages in a wide range of procurement activities. These activities are undertaken in accordance with federal direction governing government contracting contained in the Treasury Board Contracting Policy, which can be found at the following Internet site:

Explanatory notes to users (for the purposes of this website only):

  1. The delivery date for receipt of goods is normally defaulted on the INAC purchase order to within 14 days after the creation date of the call-up or purchase order.
  2. Goods and Services Tax (GST)/Harmonized Sales Tax(HST), if applicable, is normally not reflected in the reported value for:

    • call-ups against PWGSC standing offers for temporary help services,
    • goods purchase orders, or
    • call-ups against INAC standing offers.
    • The reported contract award value may reflect the value of amendments to call-ups or purchase orders. However, INAC services contract records reflect the contract award value only, including GST/HST.

  3. Publication of contracting activity is subject to the requirements of legislation including the Access to Information Act and the Privacy Act. Accordingly, some contract information may not be posted.
  4. Due to system programming delays, procurement information is being reported using Goods and Services Identification Numbers (GSINs), as opposed to economic objects. This data will be updated as soon as possible to reflect the economic objects.
