Minister of Finance Announces Appointments to the Bank of Canada Board of Directors

Finance Minister Paul Martin today announced two appointments to the Board of Directors of the Bank of Canada. They are Harold Hugh MacKay of Saskatchewan and Paul Massicotte of Québec.

Mr. MacKay is a lawyer and currently managing partner of MacPherson Leslie & Tyerman law firm of Regina. Mr. Massicotte is currently President of the Alexis Nihon Group in Montréal.

"These distinguished individuals will bring with them a wealth of experience which will serve as an invaluable asset to the Board of Directors," said Mr. Martin.

The appointments are on a part-time basis and are effective immediately.

Harold Hugh MacKay, Q.C.

Harold Hugh MacKay - born August 1, 1940, in Regina; currently managing partner of MacPherson Leslie & Tyerman law firm of Regina; has a Bachelor of Arts from the University of Saskatchewan (1960); has a Bachelor of Laws from Dalhousie University (1963); admitted to the Bar of Sakatchewan in 1964; joined MacPherson Leslie & Tyerman law firm in 1964; former Chairman of the Saskatchewan Branch of the Canadian Bar Association (1974-75); former Governor of the Canadian Tax Foundation; former director and Chairman of the Board of the Federal Business Development Bank in Montreal (1975-85); presently a trustee of The Foundation for Legal Research; currently serves as a director of IPSCO Inc., The Vigoro Corporation and Uranerz Exploration and Mining; presently Co-Chair of the Provincial Action Committee on the Economy, which provides advice to the Government of Saskatchewan on economic development matters.

Paul Massicotte

Paul Massicotte - born on September 10, 1951 in Manitoba; currently President of the Alexis Nihon Group in Montréal; has a Bachelor of Commerce Honours degree from the University of Manitoba (1974); obtained his Chartered Accountant designation in 1976 while with Coopers & Lybrand in Manitoba; became a member of the Institute of Chartered Accountants of Québec in 1977 while with the firm Coopers & Lybrand in Québec; former Vice-President of John A. Flanders Ltd. of Winnipeg (1977); former Executive Vice President and Chief Financial Officer and director of the Marwest Group of Companies (1978); former Executive Vice President and Chief Financial Officer of Duraps Corporation (1983-85); joined the Alexis Nihon Group as Vice President, Finance, in February 1985 and was appointed President in November 1985; founding director, past Chairman and current Board member of the Urban Development Institute of Quebec; sits on the Board of Directors of the Canadian Institute of Public Real Estate Companies, the Board of Trade of Metropolitan Montreal Foundation and the Council for Canadian Unity.
