Government and Bank Never Informed of Quebec Plan to Defend Dollar

In an interview conducted Monday and aired yesterday the Premier of Quebec said that Ottawa was aware that Quebec stood ready to defend the Canadian dollar by intervening on currency exchange markets in the event of a "yes" vote in Monday's referendum.

Neither the Minister of Finance nor the Governor of the Bank of Canada were informed of any such plan by the Government of Quebec to support the Canadian dollar.

Responsibility for managing the federal government's foreign exchange reserves to maintain orderly conditions in the exchange markets rests solely with the Bank of Canada.
