Minister of Finance Announces Appointment of the 2002 National Campaign Chair for the New Canada Savings Bonds Payroll Program

Finance Minister Paul Martin today announced that Paul M. Tellier has been appointed 2002 National Campaign Chair for the New Canada Savings Bonds Payroll Program. Mr. Tellier becomes the fifth National Campaign Chair and follows Maureen Kempston Darkes, former President and General Manager of General Motors of Canada Limited, and now GM Group Vice President and President of GM Latin America, Africa, and Mid-East Operations.

The New Canada Savings Bonds Payroll Program is one of the largest automatic savings plans in Canada, enabling Canadians to purchase Canada Savings Bonds through the workplace. About 13,000 employers and approximately 1 million Canadians participate each year. The program is an important component of the Government’s strategy to provide Canadians with greater access to Government of Canada securities, including Canada Savings Bonds.

Mr. Tellier will work with Jacqueline Orange, President and Chief Executive Officer of Canada Investment and Savings, the agency responsible for New Canada Savings Bonds and the Payroll Savings Program, to increase awareness among Canadian business leaders about the importance of saving. Mr. Tellier will help to develop new relationships with employers across Canada to provide more Canadians with the opportunity to put money aside on a regular basis.

"I am delighted that Mr. Tellier has agreed to take on the task of promoting the Payroll Savings Program," said Mr. Martin. "Allowing Canadians greater access to Government of Canada securities is a priority of the Government’s Retail Debt Plan."

Both Mr. Martin and Ms. Orange thanked Maureen Kempston Darkes for her work as the 2001 National Campaign Chair. "Ms. Kempston Darkes has shown great leadership in helping to strengthen the Payroll Savings Program across Canada," continued Mr. Martin.

"Over the years, millions of Canadians have used Canada Savings Bonds to build a more secure future for themselves and their families," said Mr. Tellier. "I look forward to spreading the important message about the benefits of the Payroll Savings Program throughout the business community."

Mr. Tellier has accepted the voluntary position as 2002 National Campaign Chair, which runs until the end of this calendar year.

Biographical Note

PAUL M. TELLIER

Paul M. Tellier was appointed President and Chief Executive Officer and a Director of the Canadian National Railway Company effective October 1, 1992.

Prior to joining CN, Mr. Tellier had been Clerk of the Privy Council and Secretary to the Cabinet of the Government of Canada, the top public servant in the country, since August 1985.

Mr. Tellier has served in many positions in the public sector, including Deputy Minister of Indian Affairs and Northern Development in 1979 and Deputy Minister of Energy, Mines and Resources in 1982.

He currently holds several corporate directorships, including at Alcan Aluminium Limited, BCE Inc./Bell Canada, Bombardier Inc. and McCain Foods Limited. He is the former Chairman of the Conference Board of Canada and the former Co-Chairman of the Canada-Japan Business Council.

Mr. Tellier has received numerous awards and distinctions, including the McCullough Logistics Executive of the Year Award in 2001 from The National Industrial Transportation League and Logistics Management & Distribution Report, and in 2000 he was named Personality of the Year by the newspaper, Les Affaires. Mr. Tellier was chosen by his peers as Canada’s 1998 Outstanding CEO of the Year, he was named Railroader of the Year by Railway Age in 1997, and he received the Governor General’s Outstanding Achievement Award in 1990. Mr. Tellier was appointed Companion of the Order of Canada in 1993.

He has received an Honorary Doctorate of Commerce from Saint Mary’s University, an Honorary Doctorate from the University of Ottawa and an Honorary Doctorate of Laws from the University of Alberta.

He is a graduate of the universities of Ottawa and Oxford, England, and was admitted to the Quebec Bar in 1963.

Mr. Tellier resides in Montréal.
