Harold Mackay Appointed to Department of Finance Advisory Post

The Department of Finance today announced the appointment of Harold MacKay, Q.C., as the 2002-03 Clifford Clark Visiting Economist - a key advisory position in the Department. The appointment will take effect on June 3, 2002.

Mr. MacKay is chairman and senior partner in the Regina-based law firm of MacPherson Leslie & Tyerman LLP and is an active participant in public policy analysis. In 1997-98 he chaired the Task Force on the Future of the Canadian Financial Services Sector. Its report became the foundation for the new financial services legislation in Canada.

Mr. MacKay has also provided advice to governments on small business financing and post-secondary education, and has a long-standing interest in First Nations issues. He has served on arbitration panels involving both intergovernmental and private commercial disputes, and is Chair of the Saskatchewan Institute of Public Policy.

The Clifford Clark post was established in 1983 in honour of Dr. Clifford Clark, who served as Deputy Minister of Finance from 1932 until his death in 1952. Occupants of the position are recruited from the ranks of prominent Canadian professionals to advise the Department on emerging issues and take part in senior policy discussions. Previous incumbents include:

  • Douglas Peters (1983-85), former Senior Vice President and Chief Economist of the Toronto-Dominion Bank, and former Secretary of State (International Financial Institutions);

  • Douglas Purvis (1985-86), former Head of the Department of Economics, Queen’s University;

  • John Helliwell (1987-89), professor of Economics, University of British Columbia;

  • Chuck Freedman (1989-90), economist and Deputy Governor of the Bank of Canada;

  • Ken Norrie (1990-91), former professor and Associate Dean, Faculty of Arts (Social Sciences), University of Alberta;

  • Peter Nicholson (1994-95), telecommunications executive and Chief Strategy Officer of BCE Inc.;

  • Jack Mintz (1996-98), President and Chief Executive Officer of the C.D. Howe Institute, and professor at the Joseph L. Rotman School of Management, University of Toronto; and

  • Bob Brown (1998-2001), chartered accountant and past Chairman of PricewaterhouseCoopers LLP.
