Minister of Finance Announces Reappointment of FINTRAC Director

Minister of Finance Ralph Goodale today announced that the Government of Canada is renewing the appointment of Horst Intscher as Director of the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC).

"I am pleased that Mr. Intscher will continue to bring his expertise to FINTRAC," said Minister Goodale. "He has guided the organization through an important phase of development and growth, and I am confident his leadership will ensure continued success in the future."

Horst Intscher has extensive experience in the intelligence and security sectors of the federal public service. He began his career with the public service in 1974, and has held a number of senior positions since then. From 1994 to 1998, he served as Assistant Deputy Solicitor General, Policy, and the following year he was appointed Executive Director, Public Complaints Commission, Royal Canadian Mounted Police. He became FINTRAC’s first director in July 2000.

FINTRAC is a specialized agency created to be Canada’s financial intelligence unit. Its mandate is to facilitate the detection and deterrence of money laundering by disclosing to law enforcement agencies critical financial transaction information that is suspected of being relevant to the investigation or prosecution of money laundering offences. In December 2001, this mandate was expanded to include the detection and deterrence of terrorist activity financing. The Director of FINTRAC is the Chief Executive Officer of the agency, which is headquartered in the National Capital Region.
