Clifford Clark Visiting Economist Appointed

Deputy Finance Minister David Dodge today announced the appointment of Dr. Jack Mintz, currently Associate Dean (Research and Academic Resources), Faculty of Management, University of Toronto, as the 1996-97 Clifford Clark Visiting Economist in the Department of Finance.

The post, established in 1983, honours the late Dr. Clifford Clark, who served as Deputy Minister of Finance from 1932 until his death in 1952. Occupants of the position advise the department on emerging economic issues and take part in policy development at the highest level. They are recruited from the ranks of prominent Canadian professionals who deal with economic, financial and monetary areas in the business and academic communities.

A native of Edmonton, Jack Mintz brings to his new responsibilities broad experience in the private, government and academic sectors. He holds a bachelor's degree in economics from the University of Alberta, a master's degree in economics from Queen's University and a doctorate of philosophy from the University of Essex, Colchester, England.

He occupied several teaching positions at Queen's University between 1978 and 1989, before accepting a post as Arthur Andersen Professor of Taxation, Faculty of Management with cross-appointment in the Department of Economics of the University of Toronto in July of 1989.

He was honoured for his outstanding contribution to the MBA program by the Graduate Business Council of the University of Toronto in 1992. He was also distinguished visiting professor at the University of Calgary in 1993 and distinguished visiting professor at the University of Alberta in 1994.

He is a past director of the John Deutsch Institute, executive member of the Institute of Intergovernmental Relations, associate of the Institute for Policy Analysis of the University of Toronto, co-director of the International Centre for Tax Studies and Editor-in-Chief of the International Tax and Public Finance. He has published numerous articles, monographs and books in the fields of public finance, taxation and other related fields.
