This section of the site has been designed to help HR Professionals
understand both the legislated and the non-legislated changes associated with
the modernization of human resources in the federal government of Canada,
including implementation of the new Public Service Modernization Act.
The Public
Service Modernization Act (PSMA) recognizes that fostering excellence in
people management and leadership across the public service is one of the most
important priorities for the Government. It couples changing the way government
operates with changing the way the public service must work. It takes a more collaborative
approach to labour-management relations. It improves the staffing
process. Human resource planning and accountability systems are being
strengthened. It introduces a more cost-effective human resource service
delivery model. Finally, it provides an integrated approach to learning for
employees at all levels through the Canada School of Public Service.
More information specific to HR Professionals can be found on the Public
Service Modernization portal. This portal has been designed to provide
public service employees, managers and union representatives with a
single-window access to timely information on modernization initiatives within
the Public Service of Canada. It is a joint initiative between central agency
public service modernization partners: Treasury Board of Canada Secretariat, the
Public Service Human Resources Management Agency of Canada, and the Canada
School of Public Service, with the collaboration of the Public Service
Commission.
