The National Council of Visible Minorities (NCVM) held its third annual
conference in Ottawa from October 29 to 31. The conference theme was
"Embracing a Culture Change — Focus on the Federal Public Service
and the Visible Minority Communities". Over four hundred participants
from across Canada (including Visible Minority employees, managers, HR
practitioners and senior managers) shared and expressed their views on
issues related to the government-wide implementation of the Embracing
Change Action plan. In her keynote address, the Honourable Lucienne
Robillard underlined the importance of diversity and its valuable
contribution to Canadian society, and the need to translate this fact of
Canadian life into greater participation in the federal public service. We
look forward to receiving a detailed conference report and hearing about
NCVM's next steps in the near future.

Laying the foundation... building our future
Mel Cappe, in his last annual report to the Prime Minister, said that
we are "beginning a phase of fundamental reform that will enable the
Public Service to become a modern, people-centred institution which gets
results that matter to Canadians". As we move toward being a
people-centred institution, we will need touchstones to remind us where we
have been and where we are going. A Statement of Principles of the Public
Service of Canada can help provide guidance and direction.

The Inter-departmental Committee for Commemorative Events for Women,
led by the department of Veterans Affairs, is planning to host a breakfast
on International Women's Day - March 4, 2002. They are looking for
departments to join them in making this as successful as in previous

As the Employment Equity Positive Measures Program (EEPMP) ends on
March 31, 2002, the EEPMP Group is committed to promoting the best
practices and lessons learned throughout the Program. We wish to inform
