Building a Representative Federal Public Service

Change has become a constant reality making our world more complex. The impact of globalization has become apparent beyond the economic sector. Information technology is changing not only the way we communicate, but also the way we do business.

The future of the Canadian Public Service will also be shaped by change. Demographic changes, evolving federalism, e-government, creating a learning organization, and sustaining a diverse and professional workforce will all represent a continuum of change.

The federal workforce will soon be required to anticipate change rather than to react to it. Old skills have to be renewed and new ones acquired.

A challenge for the federal Public Service is to provide a supportive workplace where employees develop the skills and core competencies to perform and excel in a changing environment.

The EEPMP is a catalyst program to promote knowledge about and develop skills in employment equity, diversity and human resources management.

Initiatives/Projects

EE Intervention Fund initiatives assist departments and agencies to create and maintain a corporate culture of learning by undertaking training initiatives as well as the development of tools. Below is a brief summary of projects focusing on skills for change.

Training Technicians to Support Adaptive Computer Technologies

This training course was developed to provide Public Service information technology professionals with the requirements to implement and support Adaptive Computer Technology (ACT) tools to compensate for visual, mobility, or other sensory or cognitive impairments.

Understanding Data Elements of an Employment Systems Review

This project provided training and statistical data, and developed tools, a guide and workbook for conducting an effective employment systems review. The material is available on the TBS EE Web site.

Aboriginal Issues and Self-government Seminar

A two-day seminar to increase the personal knowledge and understanding of federal Public Service managers and executives at all levels on Aboriginal issues and self-government.

Integration of Disabled Youth in the Federal Public Service

Eight departments are participating in a one-year internship pilot project designed to provide work experience and/or training to youth with disabilities to prepare them for indeterminate employment opportunities in the federal Public Service.
