1. RECRUITMENT PROCESS
All candidates to the Accelerated Economist Training Program (AETP) must have completed, or be near completion of, a Master's degree in any discipline. Candidates must have at least one half-year course in each of Micro- and Macro-economics (or an equivalent full-year course with both Micro- and Macro-economics) and one other half-year course in
economics. In addition, candidates must have a fourth half-year course in economics OR a half-year course in statistics or quantitative analysis or research methods. Acceptable courses in economics include (but are not restricted to): Canadian Economy/Provincial Economics (e.g. Economy of Québec), International Economics, Social Economics,
Managerial Economics, Development Economics, Economic Analysis, Econometrics, and Public Economics. These courses must be at the graduate or undergraduate level. All course work for the degree must be completed before the candidate can be hired, and proof must be shown that the degree has been successfully completed before the individual can be
eligible for promotion. Candidates are required, in addition to their degree, to have a solid grade point average and to have demonstated the entry-level competencies included in the Statement of Merit Criteria . They must also be willing to undergo a security clearance at the Secret level.
2. MARKETING OF THE PROGRAM
The Public Service Human Resources Management Agency of Canada (PSHRMAC) distributes promotional material regarding the Program to career placement centres on university campuses and to the Public Service Commission (PSC) offices across Canada each year. In partnership with the PSC, PSHRMAC participates to career fairs on various Canadian
university campuses.
3. SELECTION PROCESS
i) Screening
Applications are received on-line through the Post-Secondary Recruitment (PSR) portal, and are reviewed to ensure that they are complete. Applications meeting the basic requirements are then forwarded to the AETP Program Officers, who carry out a further screening of candidates from the documentation submitted.
ii) Assessment
Candidates who meet the required criteria are invited by the PSHRMAC to Ottawa in order to participate in an assessment which is conducted by the PSHRMAC. Candidates participate in a written exercise and a selection board interview. The board is composed of a representative from the PSHRMAC, a member from the Steering Committee or delegate, and
a Program Advisor. Program Advisors evaluate the written exercise.The assessment tools used in these evaluation are developed by the PSHRMAC in conjunction with the Program Advisors, and approved by the Steering Committee. Their purpose is to assess the knowledge and the competencies included in the Statement of
Merit Criteria.
iii) Reference Checks
Each candidate must provide two references at the time of application. These are checked as part of the selection process.
iv) Security Checks
Candidates complete security clearance forms and bring them at the time of their written exam. Security checks are carried out as the selection process continues. Candidates are not considered to be qualified until they are cleared to the secret level.
4. APPOINTMENT
Successful candidates will be chosen based on their results from both the interview and the written exercise. The results are then presented to the Steering Committee. Successful candidates are telephoned by the PSHRMAC to inform them of their eligibility for the Program. When the reference and security checks are completed, the letters of offer
are issued. Unsuccessful candidates are also informed of their status in the competition.
It is a condition of appointment that all candidates who qualify for the Program complete all coursework towards their Master's degree before they can be appointed. Participants are not eligible for promotion after one year in the Program unless they provide the PSHRMAC with documentation that their degree has been successfully completed.
