Roles and Responsibilities


1. STEERING COMMITTEE

The Steering Committee is composed of senior level officials from various departments and agencies, Graduates of the Program also sit on the Committee and act as program advisors.

The Steering Committee serves as the AETP's central decision-maker. It approves all major changes and modifications to the Program, is involved in design and planning, and participates in the evaluation of the Program.

Specific responsiblities include:

  • setting policies for the Program; 
  • involvement in the selection of candidates, including approval of interview/ written exercises for initial participant selection, and participation on interview boards; 
  • approval of developmental assignments for participants;
  • evaluation of the participants; · guidance and mentorship to participants, when required; 
  • approval of the main components of the Orientation Session;
  • acting as the promotion board for participants who failed their first promotion board; and 
  • deciding on the actions to be taken in the event of participants failing their second promotion board. 

Any of these responsibilities or others deemed appropriate can be sub-delegated at the Chairperson's discretion to a member of the Steering Committee, or acted upon unilaterally by the Chairperson.

The Steering Committee normally meets four times per year, at the discretion of the Chairperson.

2. PROGRAM ADVISORS

One key feature of the AETP is the presence of Program Advisors. Each Program Advisor serves for a period of two years. These individuals are graduates of the AETP, and are recommended to the Steering Committee by the existing Program Advisors.

Their roles and responsibilities allow them to:

  • sit as a member of the Steering Committee; 
  • act as an advisor to the PSHRMAC and the Steering Committee, based on their experience as a participant in the Program; 
  • assist the Program Officer with the screening of applications, the rating of written exams at the Assessment Centre, and sitting as a member of interview boards;
  • convene meetings with the participants two months after the commencement of their assignments to assess how the assignments are going, and to provide further information to the participants on the roles and responsibilities of the host agency; 
  • establish and maintain regular, on-going communication with Program participants (i.e.: concerning assignments and career opportunities) as required; 
  • work with the CSPS and the PSHRMAC in the design and implementation of the Orientation and Mid-Point Sessions;
  • assist participants with their integration into the federal government, through networking and introduction to the ES community; 
  • participate on Promotion Boards;
  • evaluate the assignment proposals for participants from host agencies, provide assistance in the ongoing evaluation of assignments, and act as a contact point for host agencies; and 
  • nominate Program Advisor replacements to the Steering Committee.

3. Public Service Human Resources Management Agency of Canada

The PSHRMAC is responsible for the overall management of the AETP, to ensure that all operations conform with the Public Service Employment Act and with Steering Committee decisions regarding the Program.

Responsibilities include:

  • marketing the Program;
  • managing the recruitment, evaluation and graduation processes;
  • providing professional development and part-time language training to participants;
  • providing briefings to senior level representatives on the Steering Committee; and
  • conducting periodic evaluations of the Program, in conjunction with the Steering Committee.

4. PSHRMAC PROGRAM REPRESENTATIVES

The PSHRMAC Program Representatives' responsibilities include:
  • reporting directly on Program operations to the PSHRMAC members of the Steering Committee;
  • attending Steering Committee meetings, as required, and acting as advisors on recruitment issues;
  • managing the recruitment and evaluation of candidates, from the initial screening to issuance of letters of offer;
  • ensuring that host agencies are regularly informed of Program developments and decisions of the Steering Committee as they relate to Program administration;
  • organizing, hosting and evaluating the Orientation and Mid-Point Sessions for Program participants;
  • acting as the main contacts for the participants in all areas related to Finance, Pay and Benefits, Staffing, and Travel;
  • establishing and maintaining regular on-going contact with Program participants;
  • providing employment and career counselling to participants, as required;
  • coordinating professional and language training courses for participants;
  • working with the Program Advisors to ensure the adequacy of all assignments, with the goal of ensuring that all requirements of the probationary period are met;
  • acting as one of the central contact points for the Program for matters related to administration of the Program;
  • coordinating and participating in Promotion Boards;
  • with the Program Advisors, assisting participants with their integration into the federal government and with the assignment transitions; and
  • marketing the participants who will be graduating from the Program.

5. HOST ORGANIZATIONS

    The Host Organizations demonstrate strong commitment on the part of their senior management, and participate in the Program by:
  • providing meaningful assignments for the participants;
  • completing an assignment description for each participant assigned to that organization, at least one month prior to the commencement of a new assignment;
  • pairing the participant with an appropriate senior level supervisor and, whenever possible, including these additional responsibilities in the supervisor's job evaluation;
  • offering career counselling and guidance
  • preparing a performance appraisal; and
  • with the Steering Committee, providing general assistance to the participants in finding employment at the end of the Program.
