Bill- C-25 HR Modernization

The Public Service Modernization Act (PSMA) has been approved by the Senate and will soon receive Royal Assent.

The Act will bring about the biggest changes in how the federal public service hires and manages its employees in more than than 35 years. The PSMA is a major building block in the Government of Canada's overall strategy to modernize human resources management. The new legislation, to be phased in over the next two years, reflects the 2001 Speech from the Throne commitment to "ensure that the public service is innovative, dynamic and reflective of the diversity of the country [and] able to attract and develop the talent needed to serve Canadians in the 21st century."

The PSMA covers three main areas of human resource management. First, it modernizes the staffing system to improve the federal public service's ability to attract and hire the right people when and where they are needed to deliver programs and services. Second, the PSMA is intended to foster more constructive and harmonious labour management relations to improve the quality of the workplace. Third, the new legislation will promote a more corporate approach to learning and development by creating a new Canada School of Public Service, amalgamating the CCMD and TDC.

December 3rd is the International Day of Disabled Persons. In 1992 the United Nations proclaimed December 3rd the International Day of Disabled Persons. The aim is to promote "increased awareness and understanding of disability issues…and to mobilize support for practical action at all levels by, with, and for persons with disabilities…" in order to improve their well-being and livelihood on the basis of equality. Treasury Board's Annual Report on EE
With the proroguing of Parliament, the President of the Treasury Board's Annual Report on EE, along with EE Annual Reports from Separate Employers will now be tabled in January 2004

Report on 2002 Public Service Employee Survey
Results were analysed from an EE perspective will be released shortly. An action plan will be developed in response to recommendations in the report.

National Committee of Federal Public Servants with Disabilities (NCFPS)
This group will meet with deputy ministers on November 27th to provide an update on activities resulting from their 5-year strategy.

EE Policy
The EE Policy is being revised with the goal of having one comprehensive document outlining the obligations of the employer and departments and agencies. Expected release is early in 2004.

Métis Rights Recognized and Affirmed
On September 19, 2003 the Supreme Court of Canada released a landmark judgement recognizing the Métis communities in Canada and the constitutional protection of their existing Aboriginal rights.

Embracing Change
Projects funded through the Embracing Change Support Fund have generated a number of products and tools. We are considering making these tools available as a support resource for interdepartmental sharing. We would like to know if such a resource would be useful to you. A first meeting of the Interpartmental Employment Equity Network of Small Organizations took place on November 20, 2003. This network will assist organizations by facilitating the exchange of information and ideas as well by providing a forum to discuss/resolve issues.
