External Advisory Group on Embracing Change Action Plan

 

The six External Advisory Group Members are: 

Mandate:

  • To provide independent advice/recommendations to the Secretary of the Treasury Board and the President of the Public Service Commission concerning the implementation of the Task Force recommendations (the Embracing Change Action Plan) and ways for the federal Public Service to keep pace with progress in the private and other sectors.
  • To present their advice and recommendations to the Secretary of the Treasury Board and the President of the Public Service Commission.
  • To provide other advice as requested by the Secretary of the Treasury Board and the President of the Public Service Commission on matters pertaining to the advancement of employment equity in the federal Public Service.

Duties:

To provide administrative support to Advisory Group, including:

  • Arranging meetings and, in consultation with Secretary of TBS and President of PSC, setting agenda
  • Keeping records of meetings
  • Maintaining financial records
  • Maintaining contact with advisory group members as required

 

Don Campbell is the Executive Vice-President, Military Simulation and Training, for CAE Ltd Inc. Prior to joining the private sector in 2002, he enjoyed a long and distinguished career in the federal department of Foreign Affairs where he was Deputy Minister.He has also served as ambassador to Japan and Korea. Mr. Campbell resides in Montreal.

Errol P.Mendes is a Professor of Law at the University of Ottawa and the former Director of the Human Rights Research and Education Centre at the University of Ottawa. Mr. Mendes has taught law at various universities across the country and is a member of the Canadian Human Rights Tribunal. He is the Editor-in-Chief of Canada's leading constitutional law journal, The National Journal of Constitutional Law. He resides in Ottawa, Ontario.

Beverly S. Nann is a multicultural community leader and past Executive Director of the Affiliation of Multicultural Societies and Service Agencies of British Columbia. She is a recipient of the Order of British Columbia and over the years, she has published numerous papers on multiculturalism, immigration and organisational development. She resides in Burnaby, British Columbia.

Carolyn G. Thomas is a former employee of the Nova Scotia Human Rights Commission and she currently manages her own company, Black Heritage Tours Inc. Ms. Thomas is a recipient of the Governor General's Award in Commemoration of the Person's Case. Ms. Thomas resides in East Preston, Nova Scotia.

Ray Williams has worked for several financial institutions over the years,such as the CIBC and the Bank of America where he helped to create diversity programs. He has been an active and continuous board member of the local chapter for the NAUBUrban Financial Services Coalitions, which is the pre-eminent professional trade organization for minorities in the financial services industry. Mr. Williams resides in Toronto.

Hoanh Van Dam is the Chief of Human Resources for the City of Montreal Police where one of his roles is to increase awareness within the force of the diversity of its members and of the clients it serves. He is also head of the affirmative action program for women and ethno cultural communities. Mr. Van Dam resides in Montreal, Quebec.
