HR modernization is a government-wide transformation spearheaded by four key partners:

PSHRMAC plays a central role in HR modernization, with its focus on implementation of the PSMA. In addition to HR Management Modernization, the Agency is responsible for Human Resources Planning and Accountability, Values and Ethics, Employment Equity and Diversity and Official Languages.

Of particular interest with respect to the implementation of the PSEA, PSHRMAC administers policies related to Deployment, Interchange Canada, Long Term Specified Period Employment, Term Employment, Special Assignment Pay Plan, and Student Employment. 

The TBS is a key partner in the delivery of human resource management modernization initiatives and the implementation of the PSMA, with a focus on collective bargaining, labour relations, and pensions and benefits.

As an independent agency reporting to Parliament, the Public Service Commission’s mandate is to appoint, or provide for the appointment of, qualified persons to or within the public service, as well as conduct investigations and audits, in accordance with the Public Service Employment Act (PSEA). It also protects the political impartiality of the public service by administering the provisions of the PSEA related to the political activities of public servants.

As an oversight agency, the PSC has a primary focus to ensure the integrity of the appointment process and develop the policy frameworks to guide departments in the exercise of their delegated authority.

The CSPS is responsible for course design and delivering the training that is fundamental to successful human resources transformation.

Its PSMA Learning Resource Centre is designed to support the training needs of public service employees to help them prepare for the implementation of the Public Service Modernization Act.
