Public Service Modernization Act (PSMA),


 

Overview

The Public Service Modernization Act (PSMA) is designed to facilitate hiring the right people when and where they are needed, to promote more collaborative labour-management relations, to focus on learning and training for employees at all levels, and to clarify roles and accountability. The PSMA will fundamentally change the way employees are hired, managed, supported and led.

  • Renewing Organizations: Managing Workforce Transitions

    The Executives in Transition project has been a two-year research initiative carried out under the auspices of the Canadian Centre for Management Development (CCMD). The project has resulted in two publications. The first, Moving Beyond the Workplace: Exploring Life’s Journey (April 2003), dealt with individual dimensions of leaving the workplace. The second report examines organizational aspects of workforce transitions.

    The Treasury Board of Canada Secretariat (TBS) Management Accountability Framework provides deputy heads and all public service managers with a list of management expectations that reflect the different elements of current management responsibilities.

  • The Key Leadership Competencies Profile

    The Profile includes: a model comprised of four competencies and accompanying definitions (common to all management levels in all departments). Departments should now begin integrating the Profile into their HR Management strategies. They can implement the Profile as is or adapt it and supplement the leadership competencies to reflect their particular requirements.

  • PSMA Learning Series

    The Public Service Modernization Act (PSMA) provides significant opportunities for renewal, reform and
    cultural change. Managers, HR professionals and collective bargaining agents require relevant learning products and services to implement the new Act.

    DELEGATED MANAGERS need to understand and accept new responsibilities and accountabilities
    in order to implement the new HR management framework, particularly when managing a large team.

    HR PROFESSIONALS need in-depth knowledge and skills to develop new procedures and
    the ability to lead attitude and behavioural changes in their organization. They are divided into specialist areas, including labour relations, HR planning, staffing, compensation and bargaining.

    COLLECTIVE BARGAINING AGENTS and managers will need to work collaboratively in the
    new labour management era.

    To respond to individual learning needs, the Canada School of Public Service's learning series includes:

    • classroom courses;
    • online modules;
    • conferences and special events; and
    • learning advisory services.
