16) Comment on Variance: Actual compensation payments made to Canadians were $8.0 million higher than the $1.5
million that was earmarked in Planned Spending. This increase is due to Tuberculosis $2.7M (Animal Health),
Avian Influenza $1.6M (Animal Health), the Plum Pox Virus $2.1M (Plant Protection) and Emerald Ash Borer $1.8M
(Plant Protection).
