Policies
The Office of Public Service Values and Ethics (OPSVE) currently oversees the
implementation of the following policies:
- The Values and Ethics Code for the Public Service sets forth the values
and ethics of public service to guide and support public servants in all
their professional activities. It serves to maintain and enhance public
confidence in the integrity of the Public Service. The Code also serves to
strengthen respect for, and appreciation of, the role of the Public Service
within Canadian democracy.
- The Policy on the Prevention and Resolution of Harassment in the Workplace
aims to prevent harassment by promoting increased awareness, early problem
resolution and the use of mediation. The application of this policy will help
create a work environment where all are treated with respect and dignity.
- The Policy on the Internal Disclosure of Information Concerning Wrongdoing
in the Workplace establishes a system for the reporting, review, investigation
and follow-up on disclosures of wrongdoing within the workplace. It aims to
ensure that when an employee has reasonable grounds to believe that another
person has committed a wrongdoing in the workplace, he/she should be able to
disclose this information, in good faith, with confidence that he/she will be
treated fairly and protected from reprisal.
- The Policy on the Indemnification of and Legal Assistance for Crown
Servants reflects the Crown's recognition that, as an Employer, it should
indemnify its servants and protect them from certain financial costs arising
from the performance of their duties.
- The Policy on the Use of Electronic Networks helps authorized individuals
get the most benefit from electronic networks and provides guidance regarding
unacceptable conduct on such networks.
The OPSVE is also responsible for developing strategies and initiatives on
Workplace Well-Being in the Public Service.
- Workplace Well-Being describes a holistic approach to creating high
performance organizations through establishing the right conditions to generate
high levels of employee engagement. Workplace Well-being is connected to
physical health and wellness but primarily emphasizes the social and
psychological dimensions of three inter-related elements - the workplace, the
workforce, and the work people do.
Advice The OPSVE is committed to being a credible, responsive and
authoritative source of counsel and a centre of expertise for public service
organizations on ethical conduct and on strengthening public service values in
the culture and practices of public service organizations
Education & Information The OPSVE serves as a leader in research and
development of training and information material on values and ethics in
association with the Canada School for Public Service and the Public Service
Commission. It strives to sensitize public service managers to the ethical
considerations of management and leadership in connection with policy issues by
playing an active role on regional, functional and departmental committees. The
OPSVE, through its Values and Ethics Support
Networks, also seeks to promote the
exchange of best practices between values and ethics practitioners in the
federal government.
In order to achieve its education and information goals, the OPSVE has
developed a host of learning and communications tools that can be reviewed via

Partners The OPSVE works in close co-operation with a series of partners: the
Treasury Board of Canada Secretariat, the Canada School for Public Service, the
Public Service Commission, the Privy Council Office, the Leadership Network and
