Our Organizational Structure and Activities


The Office of Public Service Values and Ethics (OPSVE) is part of the Public Service Human Resources Management Agency of Canada.

OPSVE is lead by the Vice-President for Public Service Values and Ethics, who is supported by an Executive Director, and three Directors, who each supervise their respective areas of operation: Policy and Research Division; Liaison, Evaluation and Accountability Division; and Learning and Communications Division.

Research and Policy
Supports Ministers and public servants in:

  • Implementing, interpreting and evaluating the results of government legislation and Treasury Board policies on or affecting Public Service values and ethics; and
  • Identifying, understanding and responding to emerging challenges and risks affecting the Public Service as a professional institution.

Liaison, Evaluation and Accountability
Provides advice and tools to organizations to help Public Service organizations improve and evaluate their infrastructure, management practices, work environment, leadership & performance in Public Service values and ethics.

Learning and Communication
Is responsible for ensuring that public servants are aware, informed, understand, and are competent to serve the public interest and to sustain a strong culture of Public Service values and ethics.
