Decisions/Actions Items:

  • Deck on the Overview of the EE representation across federal departments to be sent as an attachment to the summary notes.
  • Champions to bring a list of accomplishments and challenges to the June meeting - 5 successes and 5 challenges
  • Provide a good strategy package on how to get people to self-identify
  • Invite representatives from EE groups to the next breakfast meeting
  • Accountability- a future topic of discussion- strategies and approaches

1. Opening Remarks

Marcel Nouvet welcomed participants and introduced Cynthia Binnington, new Assistant Secretary of the Employment Equity Division of TBS. He also welcomed Nicole Turmel National President of the Public Service Alliance of Canada.

Cynthia Binnington mentioned that she would like to involve the champions more, for example, as presenters at the IDF-EE and looks forward to meeting the EE Champions individually.

EE briefs from the Interdepartmental Forum on Employment Equity (IDF-EE) were distributed to participants for information purposes.

3. Moving Ahead on the Non-Quantitative Dimensions of EE

Wally Boxhill, TBS, Kent Sproul, PSC and Robert Kopersiewich, TBS made a joint presentation, providing an overview of the Employment equity representation and distribution across the federal Public Service. (see attachment)

Where do we go from here? Concrete actions

There was a consensus that the Champions breakfast is an excellent forum for sharing of information and best practices. Additional comments follow:

DND

The Department is undertaking a mass recruiting exercise and a self-identification census this coming fall. To facilitate the process, they have developed one common form for civilian and military employees. An employment equity conference is planned at the end of the month for their 4 advisory groups.

CEAA

There is a need for consistent EE messages from central agencies to departments on the subject of employment equity.

F&O

It would be helpful if scientific departments worked together on Employment Equity matters.

Justice

The Department has developed a performance evaluation policy; has set accountability targets for recruitment and promotion; has established a central fund for technical aids.

Heritage

The Department needs to look at recruitment of young people. It participates in the CAP and MTP programs as well as post secondary recruitment programs for targeted groups.

Finance

EE Accountability of managers is an issue across departments. Need to look at strategies and approaches.

Développement économique Canada pour les régions du Québec

EE issues are brought to the senior management table regularly and there has been progress in hiring members of designated groups. There is difficulty in hiring anglophones in Quebec- PSC pool in Montreal.

There is a major recruitment drive going on in the department for Commerce Officers.

PSC

Important that departments align their messages concerning EE. She also touched on the issue of merit as it relates to EE. Amelita will send to members a statement drafted on merit and EE for comments, which was presented to the Advisory Group (see attachment

Industry

Concerns about the issue of resistance to self-identification (self-identifying is seen as a potential barrier) within his department and across other departments as well.
