Policy on the Duty to Accommodate Persons with Disabilities in the
Federal Public Service
The Treasury Board Secretariat and Public Service Commission have jointly
developed a new Policy on the Duty to Accommodate Persons with
Disabilities in the Federal Public Service. The new policy effective
June 3, 2002 is available on the TBS website.

Revision to the Employment Equity Act
A Parliamentary Committee is required to review the Act every
five years. In December 2001, the Standing Committee on Human Resource
Development and the Status of Persons with Disabilities began the review.
Hearings were conducted until April and included witnesses from the Treasury
Board Secretariat and the Public Service Commission.
The Committee released its report in June. In its Report, the Committee
stated there was a continuing need for the Act and made 29 recommendations
that it felt would improve the implementation of employment equity within
the federal jurisdiction.
The Government has until November 8 to respond to the Committee's
recommendations and agrees to take part in studies suggested by the
Committee. The response is being prepared by HRDC (Labour) and will support
the broad direction of the committee's report. TBS has prepared input to
the response in consultation with the PSC with respect to those
recommendations that affect the federal Public Service.
The Clerk of the Privy Council Office has identified
diversity and Embracing Change in his Deputy Minister Performance Agreements
Corporate Priorities for the Public Service of Canada 2002-2003 as follows:
Diversity
The innovation agenda requires creative, innovative ideas to achieve
excellence in policies and services. One avenue for achieving this
excellence is to promote a greater diversity of backgrounds, linguistic and
ethnic heritage among our employees. We must, therefore, strive to be
representative of the Canadian population, with special emphasis on Visible
Minorities, where we face a very significant representation gap. In this
regard, the government made a firm commitment to the recommendations and
spirit of the Embracing Change report, which continues to guide and
provide benchmarks for success.
Recipients of the Employment Equity and Diversity Award for 2002
include:
Georges Tsaï - currently a Visiting Fellow at CCMD is recognized for
his continuing dedication to equity and diversity principles and for making
a stellar contribution to the advancement of employment equity in the Public
Service of Canada.
Arlene Geburt - Human Resources Development Canada, Manitoba Region,
is a leader in furthering the goals of EE and diversity.
Adelaida Bustamante - Health Canada, NCR, is an active leader in
interdepartmental activities related to visible minorities in the Public
Service and has been Chair of the Health Canada Visible Minorities Network.
David Cail - Correctional Services of Canada Atlantic Region, has
distinguished himself as a senior manager who is committed to the
implementation of EE in CSC.
Zarina Khan - Veterans Affairs Canada, NCR, has been actively
involved in EE and diversity issues throughout her career. As Chair of the
National Employment Equity Advisory Committee, her leadership has led to
significant accomplishments including professional development of designated
group members.
Adaptive Computer Technology (ACT) Centre This team of three people
led by André Demers from Human Resources Development Canada (HRDC)
in the NCR acts as a general information provider, help desk and testing lab
to support both employees with disabilities at HRDC who require adaptive
computer tools, and their managers and other colleagues.
Bill Balan and John Charette Co-chairs of the Manitoba Federal
Council - Diversity and Inclusiveness Sub-Committee took a leading role
in developing a comprehensive plan for the advancement of employment equity
and diversity in the Manitoba Region.
