Key horizontal initiatives included in the 2003 First Ministers' Accord on Health Care Renewal are the establishment of the Health Council and the Canadian Patient Safety Institute (CPSI), the development of a comprehensive strategy for health technology assessment and the improvement of health human resources (HHR) planning and coordination across the country.

The 2003 First Ministers' Accord on Health Care Renewal sets out an action plan that will ensure Canadians have timely access to quality health care on the basis of need and not their ability to pay.


Governance Structures

Health Council: Health Council of Canada is an independent, arm's-length organization, whose corporate members are the participating Ministers of Health.   The Government of Canada is the sole funder of the Council.   Health Canada provides funding through a named grant agreement for up to $10 M a year until March 31, 2008.   Alberta and Quebec have chosen not to join the Council.   The Council has an independent Chair, 12 Councillors appointed by jurisdictions, and 13 non-government Councillors.   There are currently two P/T Deputy Ministers sitting as government Councillors.

Health Technology Strategy:

With funding contributions from the federal, provincial and territorial Ministries of Health, the Canadian Coordinating Office for Health Technology Assessment (CCOHTA) operates as a non-profit corporation with its own Board of Directors. CCOHTA's Board Members are appointed by the Deputy Ministers of Health of the federal government and participating provinces and territories.   The Board provides governance of CCOHTA, sets policies and priorities and assigns responsibility for the handling of funds.   Health Canada funds CCOHTA and the Canadian Health Technology Assessment Strategy through a grant agreement. The current funding agreement is scheduled to expire on March 31, 2008.

Health Human Resources:   The main governance structures that impact on the Health Human Resources (HHR) Strategy are:

  • the Federal/Provincial/Territorial Advisory Committee on Health Delivery and Human Resources (ACHDHR);
  • the Health Human Resources Planning Sub-committee of the ACHDHR; and
  • the National Expert Committee of the Interprofessional Education for Collaborative Patient-Centred Practice Initiative (an external advisory committee).

Canadian Patient Safety Institute: The CPSI is a not-for-profit corporation at arm's length from government with its own Board of Directors.   An eight member founding Board, including two provincial/territorial directors, is providing oversight of the Institute and will be replaced by the permanent Board at the first meeting of members.   The permanent Board will consist of 16 directors - nine elected and seven government appointed (six provincial/territorial and one federal).   The Board provides governance of the CPSI, sets policies and priorities and assigns responsibility for the handling of funds.
