Purpose of the project

The Pilot Emission Removals, Reductions and Learnings (PERRL) Initiative , along with the other two climate change programs, namely the O pportunities Envelope and the One-Tonne Challenge, were selected for evaluation given the need to respond to certain risks and issues (i.e., achievability of greenhouse gas (GHG) emission reductions, effectiveness of means used). They also represented an interesting set of programs to be evaluated concurrently given the differences in the approaches to reduce GHG emissions as well as in the targeted audiences.

The evaluation of the PERRL Initiative, in particular, examined how this pilot led to improvements in Canadian expertise in quantifying and verifying project-based GHG emission reductions and removals and in using a market-based mechanism. Impacts of the pilot on policy development were also examined.

Summary of the project

The evaluation found that the PERRL Initiative helped both the private and public sectors gain the needed GHG mitigation experience and knowledge. It also helped shape the design of other related initiatives. Learnings from such pilots should be shared in a formal and timely fashion with key communities of interest given the appropriateness of basing new policy areas on stronger foundations.
