The Comptrollership Modernization Office supports the Deputy Controller General, Richard J. Neville, and the Comptroller General, Jim Judd.  It is a small unit, whose mandate is to:

  • Transfer ownership of the Report of the Independent Review Panel on Modernization of Comptrollership in the Government of Canada from the Panel to every part of the Public Service.
  • Provide support for the modernization efforts of organizations and individuals.
  • Work with external parties - Parliament, professions, media and other potential allies to create the understanding - to forge the alliances... to bring in reinforcements to help modernization to succeed.
  • Work with other central agencies - and other parts of Treasury Board - to create meaningful incentives for excellence and remove unnecessary barriers and burdens.
  • Support 5 committees that will provide direction and stamina to the modernization effort - the sustaining mechanisms:

A Modernization Task Force of deputy ministers - to provide overall direction, to monitor progress and to report to ministers

A Standards Advisory Board - a high level, mainly external, committee to advise the government on its choice of standards and frameworks - the arbiters of excellence.

A Comptrollership Council of assistant deputy ministers - to provide internal advice on standards and to promote sharing of experience and development of needed tools.

The Small Agencies Modernization Council - a representative group of senior decision-makers from small agencies as well as a representative from the Comptrollership Modernization Directorate of TBS - to provide advice and guidance on the implementation of modernization activities in the small agency community.

The Agency Heads Modernization Steering Committee - a representative group of deputy heads of small agencies as well as the Associate Deputy Comptroller General - to provide strategic advice on the implementation of modern comptrollership in small agencies; champion the initiative within the small agency community; and advise and make recommendations to the Secretary of the Treasury Board on funding proposals or other aspects of modern comptrollership affecting small agencies.

  • Movement on standards and frameworks--to begin to make information truly useful and reduce the amount of time departments spend "feeding the central machine", filling out templates and following detailed rules.

  • Communicating, and helping you communicate what modern comptrollership means and how it benefits
  • Building capacity and proficiency--including the ability:
    • to deliver modern comptrollership government-wide and
    • to provide top class advice and support to departments.
