User Fees Act

 

On March 31, 2004, the User Fees Act came into effect with the aim of strengthening the elements of accountability, oversight, and transparency in the management of user fee activities. The Act lists requirements when proposing a new fee or amending an existing fee. Departments are strongly advised to review the User Fees Act in its entirety and to seek legal counsel when interpreting the Act's applicability or other implementation requirements.

    This flowchart shows the steps envisioned in the tabling of a User Fee Proposal in Parliament and the ensuing Treasury Board process. The flowchart will be updated, as required, to reflect feedback from users and lessons learned as a result of proposals being tabled in Parliament. 
  • Template for Tabling User Fee Proposals in Parliament This form is being offered to you as an on-line service and is available to you in Rich Text Format (RTF).
    A downloadable template that departments can complete and submit when tabling their User Fee Proposal. The template captures the requirements of the User Fees Act. The template will be updated, as required, to reflect feedback from users and lessons learned as a result of proposals being tabled in Parliament.
